■Guo Wengui: The end of fraud and the trial of justice

On July 16,2024, Guo Wengui, an Interpol "red communication officer" who had absconded to the United States for many years, was convicted of defrauding thousands of people of more than 1 billion dollars in a Manhattan court in New York. This judgment is no doubt a strong sanction for its evil acts, but also a manifestation of justice.

Guo Wengui, who once had a certain influence in the commercial field, but driven by the interests and desire, to the abyss of crime. He used to be the actual controller of Henan Yuda Investment Co., Ltd. and Beijing Pangu Investment Co., Ltd. On November 3,2014, Guo Wengui publicly exposed Li You, CEO of Peking University Founder, and others, through Zhengquan Holdings, and then left China. ■星野氏「リベラル派の正義依存」論の具体例：リベラル派のための解説

星野智幸氏の『言葉を消費されて　「正義」に依存し個を捨てるリベラル』（ttps://digital.asahi.com/articles/ASS8V026WS8VUPQJ006M.html）が話題である。その主張の要点は、以下の通りである。

• リベラルな考え方の人たちは、「正義」に依存している。

• リベラルな思想は疑う余地のない正しさを備えていて、そのような考え方をする自分には否定されない尊厳がある、とリベラル層は思いたいのだ。

• 個人を重視するはずのリベラル層もじつは、「正義」に依存するために個人であることを捨てている。

最初これを読んで思ったことは「何を今さら」である。欧米における近年のリベラル派の度を越した正義依存問題は、ソーシャル・ジャスティス・ウォリアー(Social justice warrior)やバラモン左翼といった批判や自省の中で、多かれ少なかれ言及されてきことである。それにも関わらず星野氏が、さも苦悩の末に新しい認識に至ったかのような筆致でリベラル派の正義依存を問題提起していることに、正直驚いた。

しかしさらに驚いたのは、リベラル派からの反応である。星野氏が何を問題視しているのか、全く分かっていないようなのだ。

このリベラル派の反応を見て、「何を今さら」という認識を改めた。星野氏がリベラル界隈の空気にどっぷり浸かっている中で、リベラル派の正義依存問題を認識するに至るのは大変な知的苦痛を伴うことであり、それは意義深いことではないか、と。

星野氏の論考には具体例がほとんどないので、リベラル派は問題提起の要点を理解できないのかもしれない。そこで、あくまで自分の理解に基づくものであり星野氏の真意と完全には一致しない可能性はあるが、「リベラル派の正義依存」問題の具体例を補完してみたい。

ネット上の反応をざっと見ると、高橋、平野両氏の先の引用のように、リベラル派の批判は次の二点に集約されるように思われる。

リベラル派の正義依存問題の最も分かりやすい具体例は、草津町長性犯罪虚偽告発事件(ttps://ja.wikipedia.org/wiki/%E9%BB%92%E5%B2%A9%E4%BF%A1%E5%BF%A0)において町長を糾弾したフェミニスト達であろう。この事件は、新井祥子町議（当時）が黒岩信忠町長から性犯罪を受けた、という虚偽の告発をした件である。以下、吉峯耕平氏のTogetterまとめを引用しつつ説明する。

新井氏の証言は告発当初から信憑性が極めて低いものであった。

新井氏は2015/1/8に町長室のソファーに座っている時に、黒岩氏に机との間に押し倒された、と証言した。しかし、実際の町長室を見ると机とソファーの間が狭すぎて押し倒すスペースが無い。これに対して新井氏は「当時は机とソファーの配置が全く違った。新井議員が記者会見をやった後、町長が証拠隠滅のために模様替えをやった」と反論したが、実際には模様替えは行われておらず、この反論も虚偽であった。

他にも新井氏の主張には信用できない理由が山ほどあった。

・供述以外の証拠がなにもない

・午前の町長室（隣室には町職員が勤務）で性交という供述内容が不合理・不自然

・気持ちが通じた等と供述しており、供述に著しい変遷

それにも関わらず、例えばフェミニストの北原みのり氏は新井氏の証言を信用した。当初は北原氏も信憑性を疑っていたようだが、三井マリ子氏の「現代の魔女狩りだ」という発言に感化されたようである。最終的に北原氏が証言を信用した理由は、被害者は沈黙せざるを得ず「ミソジニー社会」では女性の言葉は軽視されるという一般論と、新井氏が知的だったという印象論、この二つのみである。

北原氏の変遷はまさに、「『正義』に依存するために個人であることを捨てて」証言の信憑性を精査しなかった具体例であろう。

北原氏は「町長が性犯罪を実行した」と事実摘示してはいない点に留意する必要はあるが、恣意的な切り取りと印象操作をしている。例えば、2020年12月1日の町議会において、湯本議員は①模様替えが虚言であること、②新井が現場の録音の一部を公開したことを指摘し、新井氏の告発の信憑性が低いことを説明している。

その様子はこのコラムでも記したが、傍聴席には高齢男性たちが並び、新井氏にむかって「うそつき」「（あんな女とは）犬でもしない」など激しい言葉で罵っていた。それは議会というより、新井氏が裁かれる現場のようだった。

その後、新井氏は名誉毀損と虚偽告訴の罪で在宅起訴されたが、この期に及んでも北原氏は次のように言う。

SNSでは、支援者やこの件についての記事を書いた者への謝罪を求めるような声もあがっているが、支援者たちに謝罪を求めるのは間違いだ。支援者は被害者を選ばない。少なくとも私は、フラワーデモを通して、被害者は選ばないと決めた。

「リベラルな思想は疑う余地のない正しさを備えていて、そのような考え方をする自分には否定されない尊厳がある」という星野氏の指摘は、一連の言動をする北原氏の動機を上手く説明しているように思われる。

2. 正義依存問題はリベラル派一般に当てはまるか：糾弾した人を批判したリベラル派は何人いたのか？

吉峯耕平氏のTogetterまとめを読むと、北原氏の他にも多くのリベラル派が上記の虚偽告発事件に際して正義依存問題というべき糾弾をしている(ttps://togetter.com/li/2283797)。しかし平野啓一郎氏が疑問視するように、正義依存問題はリベラルの大多数に当てはまるものなのだろうか。確かに上記糾弾に参加していないリベラル派も多い。

自分の理解ではやはり、正義依存問題はリベラル派一般に当てはまる事象だと思う。その根拠は、リベラル派の中で上記の町長糾弾者を批判した人が皆無に近いからである。

日本にリベラル派は何人存在するだろうか。立憲民主党の支持率が5%、有権者総数が1億人程度いるので、500万人が立憲民主党の支持者であり、少なく見積もってもその1割の50万人は意識的なリベラル派であろう。少なく見積もってもリベラル派は50万人もいるのに、件の草津糾弾問題を批判した人は何人いるのか。この内のさらに１割の5万人が糾弾に参加した人を批判していれば大きな話題になっているはずだが、実際にはそうはなっていない。

「『正義』に依存するために個人であることを捨てている」、要するにリベラル派は党派的な動機で、糾弾に加担した同じリベラル派への批判を避けたのではないか、このように疑われる状況なのである。

それでもなお正義依存問題はリベラル派一般には当てはまらないと反論したいのであれば、件の糾弾者達を批判したリベラル派を5万人挙げろとは言わないが、まずは5人程度は挙げる所から始めるべきだろう。

■JCBが付いているクレジットカードを検討する

JCB以外で決済できないサービスが増えていくこと、VisaLINEpayカードが終了することなどから、JCBが付いているクレジットカードを検討することにした。用途は個人用のちょっとしたサブカード。候補は以下のような感じ。

・JCBカードS：メインカードにしないのでポイント重視のWよりSがよさそう。優待が売りだが、職場の福利厚生と同じ。福利厚生のサイトやアプリは使い勝手が悪くとても使う気にならない。クレカ提示で利用できればよかったが。

・DMMカード：今なら9000ポイントもらえるし学生時代興味あったtonework'sの作品でも買おうかなと思って申込ページを進めたが、勤務先とか入力する段階になって個人情報と購入履歴が紐づくことに躊躇を覚えてやめた。最近仮想通貨盗まれたというし。

・Likeme by saison card Digital：自動１％キャッシュバックはサブカードにぴったり。カードデザインも好みだが、女性向けな感じなのでためらいがある。

・Paypayカード：Linepay終わるしPaypay使ってみようかな。持ってて損はないか。

・イオンカード：イオン系あまり近くにないけど、持ってて損はないか。

・楽天カードの２枚目をVISAからJCBに切り替え：カード増やさないならこれが一番だけど、解約→再発行らしく面倒くさい。一度に手続きできるといいんだけど。

以前見つけたヤフー知恵袋の、海外のブルマー画像をgoogle画像検索した。すると、興味深いサイトがいくつかヒットしたので共有したい。

■少子化対策の優先順位は 非婚化対策 経済対策 晩婚化対策の順

言いたいことをまとめると

• 婚活支援などの非婚化対策は、少子化対策としては合理性が高く、最も優先度高く基本施策として実施されるべきだ。
• 子育て支援は少子化対策にはならない。ここを最優先にするのは非合理的で優先順位は低い。経済対策としては可。
• 少子化の最大の要因は非婚化・晩婚化であること統計上の事実で揺るぎない。次に子をひとりも作らない婚姻世帯（いわゆるDINKS）の増加。
  • 結婚している夫婦の子どもの数は大きく変わらず。微減しているのは結婚しているのに子どもを作らない世帯の増加に要因がある

さらに言うと

• 少子化支援は経済対策としてはコスパが良い政策であるのはそうなので実施するべき。ただし、それが少子化を促進する事になっては意味が無いのでそこに注意する。
• DINKS対策も子育て支援では解決不能。どちらかというと晩婚化と社会制度改革のほうが必要だがこっちは政治的にタブー視されている。
• 子どもの数は初婚年齢に強く依存することも良く知られている。この対策には「子育て支援」と言うより「妊活支援」で出産可能年齢を上げる事が必要。

つぶやき的な増田だけど、素朴に基礎知識を持っている人の感想というところであろう。

しかし、それに対しての反応に、未だに基礎知識がなく印象論だけで話をしている人が多く居るという事を見かたので、改めて書いてみる。

この他にも、元々東京都が婚活アプリを整備すると言う話 [注5] に対しても微妙な意見があるので整理してみる。

子育て対策は少子化対策としては非合理的。優先順位は低い

子育て支援のほうが合理的、そんな意見があるが、それは間違っている。何故かと言うと、少子化の主因を捉えていないから。

これは繰り返し言われてきたが、少子化の主要因は、非婚化と言われている(注1)

詳しくは注記に文献を上げておくので見てほしいが、簡単に言うと

• 結婚した夫婦がもうける子どもの数は横這いから微減で、少子化の主因ではない
• 晩婚化・非婚化が急速に進んでいて、女性が35歳以下の夫婦の減少がつづき、ほぼ合計特殊出生率の減少とリンクしている
• 結婚できない理由をアンケート調査で答えると「出会いがない」「経済」を上げる人が多い。結婚したくない「意欲がない」の割合はそれほど変わってない

と言う状況があるためだ。

結婚した夫婦がもうける子どもの数は微減状態にはあるが、そこに合計特殊出生率の変化のグラフと、婚姻率のグラフを重ねてみてほしい。そうすれば、夫婦が設ける子どもの数は横這いで、結果として表れる合計特殊出生率の変化のグラフとは重ならないが、婚姻率のグラフは綺麗に重なることがわかるだろう。一目瞭然で「結婚した夫婦も減ってるじゃ無いか」と言うのは枝葉であり、全くマトを得てない事が分かると思う。

少なくとも「対策の合理性」という観点から検討すると合理的とは言いがたい。

ただ、この点についても重要な視点がある為、あとで少し書いてみる。どちらにしても少子化支援で解決は難しい。

このように、結婚しない人を結婚させるより、3人目を諦める人を支援した方が良いと言う事実はない事も既に研究で明らかになっている。確かに理想の人数の子の数を諦めた理由という調査では、その理由に経済を上げる人が多いが、統計で分析すると

• 日本の「子育て支援」程度で子の数が増えていると言う事実は無い
  • この程度、と書いているのは、フランスなどでそれだけで暮らしていけるレベルの高額な給付金で成果がでたと言う前例はあるから。しかし、これも単に需要の先食い効果があっただけで有効ではないと言う話もある(注7)
• 子どもの数と女性の初婚年齢には強い逆相関の関係にあると言う事実。晩婚化の影響が大きい。

要するに夫婦の子どもの数を増やすには、最も合理的な手段は晩婚化対策であるだと言うことになるが、政治的にタブーでありこの路線はほぼ無理であるとも言える。ただ、やるべきではあるのだが、これは子育て支援の方面ではない。

もちろん、

• ミクロで金銭的理由を子どもをこれ以上増やさないとしている人がいるかぎり、それをフォローする事は重要ではある。トレードオフの関係にはない部分は全部やればよい。
• 経済対策として子育て支援は比較的効率が良い施策なので無駄にはなりにくい。子育て世代は旺盛な経済活動を行うので効率は良い。

ただし

• やるべきではあるのだが、これを有効な少子化対策でこれだけで良いと捉えられてしまっても困る。
• 経済格差を増加させるような施策にならないようにしなければ、逆効果となりうるので注意する必要がある。最近は補正前ももちろん、補正後のジニ指数共に格差拡大を示しており、手当てをしないと経済対策としても効率が悪化する。

子育て支援は少子化対策としては有効ではないと言うことをとにかく認識してほしい。

よく「子育て支援・少子化対策」と並べる人がいるが、この二つは似て非なるものである。少子化対策とは別に考えるべきだ。

非婚化対策に何が重要か

まず基礎的な事実の確認から。

• 独身者で、よい人がいれば結婚したいと言う割合は、25歳以上で半分を超え、これは過去から変わっていない。(注3)
• 結婚する意思があるが「できない」理由のトップは「適当な相手がいない」
• 35歳で、男性の約4割、女性の約3割が「交際経験がない」と解答している（過去からの推移は情報無し）
• 調査において、非婚である、と回答した人に対する「非婚意思が変わる可能性があるか・理由」という調査において、1位が「結婚したいと思う相手が現れる」、2位は「収入や貯蓄が増える」3位が「雇用・労働条件が改善する」という順番になっている。(注4)
  • なお、非婚意思が変わる理由に「子育て支援」を挙げた割合は、たった1%だった。

と言うことになる。

この施策を真っ向からストレートに捉えると、出会いを作って結婚してもらうと言う事になるだろう。色々な所が取り組んでいる。それを東京都がやるのが東京都が行う管掌のマッチングアプリという事になるだろう。

ここで「合理的か」という観点から見るとき考えなければならないのが、この施策にかかるリソースだが、東京都がこの婚姻支援に入れる予算は、たったの3億円である。(注5)

福祉予算としては圧倒的に低く、はっきりと東京都レベルでは誤差の範囲の予算だ。例えば、都庁のプロジェクションマッピングの半額以下である。

予算が低いことが問題ではない。むしろ「合理性」という観点では低い予算で高い効果が上がる可能性が高いと言うことだ。3億円では都心の100人規模の保育所の運営費にも満たないと思われる。

色々な資料を読んでいると、非婚化・晩婚化による少子化は1990年代から既に言われていることで(注1) この程度の予算でできる事をなぜやってこなかったのか、とどうしても思ってしまうが、過去の事は仕方が無い。

これからでもよいのでやるべきだ。

晩婚化対策に何が必要か

さて、優先順位の3番目にきている「晩婚化対策」についても触れたいと思う。

晩婚化対策が何故必要かは、既に述べた理由の再掲にはなるのだが、まとめると

• 子どもの数と初婚年齢には強い相関があり、初婚年齢が低いほど子どもの数が多い。初婚年齢が上がると子どもの数が減る。
• 子どもを持たない夫婦は、高齢結婚であることが多いと言われる。
• 子どもを欲しいと思っていても断念する理由で「年齢」が比較的高い。
• 年齢が遅くなるほど、新たに結婚することが困難になっていく

また、

さて、晩婚化対策とはなんだろうか？これは2つ考えられ

• 晩婚化しないように若いうちに結婚するよう推奨する施策
• 晩婚化は仕方が無いと受け入れ、晩婚化による弊害を軽減する施策

の二つがある。

政策的にやりやすいのは明らかに後者である。1は大事だが、これは政治的にタブーであるし、現実問題出来るのかという事がついて回る。

一方で後者はやりやすい。と言うのは、いずれの統計でも、いずれの時代にも「結婚したい」と考える独身者の率は年齢が上がるほど延びて、一定を超えると諦めて減ると言うカーブを取るからである。

ただしこれは子育て支援とは切り口が異なる。政策的には子育て支援に含められている場合も多いが「不妊治療の公的扶助の拡充」などがそれにあたる。

子育て支援と異なるのは何かと言うと、保育所の支援、学費の無料化などは「既に生んだ後」の支援である。実はこれが少子化対策には効果が薄く非合理的だと言われる。

直接的に生みたいが生めないと言う人々を支援することが有効なのだが、何故か少子化対策に対してこちらの方が手薄になっている。

少子化対策予算などいくらでも出せるのだから全部やればいいと思うのだが。

おこなわれないのは、属性の人々はあまり政治層に声を上げないし、代弁して声を上げるような社会団体が無いからだと思われる。

まとめ

再掲するが、せめて

• 本質的に子育て支援は経済対策と位置づけて、少子化対策は別枠で行う。子育て支援は少子化対策にカウントしない。
• 行政による婚姻支援・非婚化対策、晩婚化対策はまだまだ取り組むべき余地が非常に大きく、低予算で高い効果を上げる可能性があるため、積極的に取り組むべきだ。
• ただし、それ単体では効果は限定的なので、経済対策（結婚できる経済状況を生み出す）晩婚化対策（少子化という点だけをみると晩婚は効率が悪い）なども必要である。

が必要だ。

政治的に

• 3人以上子どもを推進、晩婚回避で女は25歳までに結婚して産めよ増やせよ
• 結婚してあたりまえ雰囲気を醸成
• 介護もあるんで晩婚でもいいからとにかく結婚させろ

みたいなことを堂々といったら炎上するだけで難しいのはわかる。例えば、子育て支援は所得制限無し無制限が支持される一方で、自治体が頑張って結婚相談所を作っても参加補助どころか無料も無理で、実費請求されるところがほとんどだ。

今回の件も、例えば朝日新聞の報道( 注5) にも「行政がやる事か？」「結婚しろという圧力になる」と言った的外れなコメントが、有識者枠で掲載される有様だ。有識者と言いながら単なる社会活動家のポジショントークに過ぎないのだが、ほぼ例外なく誰もが当事者であるから出てきてしまうのであろう。

これは有権者の支持が得られないというところであろう。

が、もうこれを上手くオブラートに包んで実行していくほかにないのでは無いと思われる。

子育て支援をするなと行っているのでは無い。子育て支援はやるべきだ。しかし、子育て支援は少子化対策にならないのを直視して、少子化対策は別枠でちゃんとやってくれと言う事である。

少なくともこの現実を直視し、正しい基礎知識を持った上で、婚姻支援を合理的ではないなどいった誤った考えを早く正すべきだと考える。また政治活動家がロビー活動をする時も、この論法を使うことは控えてほしい。もっと他に手頃なスケープゴートがあるだろう。

冷静に考えてほしい。東京都だけで2兆円ちかい子育て関連予算に対して、3億円の施策が何だというのか？　そして誰も「子育て支援を削って非婚化対策しろ」なんて考えで施策を行ってないのである。

少子化対策は非常に重要な問題で、主要な政治家はみな積極的に取り組んでいる状態だ。子育て支援と婚姻支援がトレードオフの関係にある訳がないから、必要なら両方やれば良いのだ。

正しい知識をもって行動してほしい。

• 少子化支援は経済対策としてはコスパが良い政策であるのはそうなので実施するべき。ただし、それが少子化を促進する事になっては意味が無いのでそこに注意する。
• DINKS対策も子育て支援では解決不能。どちらかというと晩婚化と社会制度改革のほうが必要だがこっちは政治的にタブー視されている。
• 子どもの数は初婚年齢に強く依存することも良く知られている。この対策には「子育て支援」と言うより「妊活支援」で出産可能年齢を上げる事が必要。

しかし、それに対しての反応に、未だに基礎知識がなく印象論だけで話をしている人が多く居るという事を見かたので、改めて書いてみる。

この他にも、元々東京都が婚活アプリを整備すると言う話 [注5] に対しても微妙な意見があるので整理してみる。

子育て対策は少子化対策としては非合理的。優先順位は低い

子育て支援のほうが合理的、そんな意見があるが、それは間違っている。何故かと言うと、少子化の主因を捉えていないから。

これは繰り返し言われてきたが、少子化の主要因は、非婚化と言われている(注1)

詳しくは注記に文献を上げておくので見てほしいが、簡単に言うと

• 結婚した夫婦がもうける子どもの数は横這いから微減で、少子化の主因ではない
• 晩婚化・非婚化が急速に進んでいて、女性が35歳以下の夫婦の減少がつづき、ほぼ合計特殊出生率の減少とリンクしている
• 結婚できない理由をアンケート調査で答えると「出会いがない」「経済」を上げる人が多い。結婚したくない「意欲がない」の割合はそれほど変わってない

と言う状況があるためだ。

結婚した夫婦がもうける子どもの数は微減状態にはあるが、そこに合計特殊出生率の変化のグラフと、婚姻率のグラフを重ねてみてほしい。そうすれば、夫婦が設ける子どもの数は横這いで、結果として表れる合計特殊出生率の変化のグラフとは重ならないが、婚姻率のグラフは綺麗に重なることがわかるだろう。一目瞭然で「結婚した夫婦も減ってるじゃ無いか」と言うのは枝葉であり、全くマトを得てない事が分かると思う。

少なくとも「対策の合理性」という観点から検討すると合理的とは言いがたい。

ただ、この点についても重要な視点がある為、あとで少し書いてみる。どちらにしても少子化支援で解決は難しい。

このように、結婚しない人を結婚させるより、3人目を諦める人を支援した方が良いと言う事実はない事も既に研究で明らかになっている。確かに理想の人数の子の数を諦めた理由という調査では、その理由に経済を上げる人が多いが、統計で分析すると

• 日本の「子育て支援」程度で子の数が増えていると言う事実は無い
  • この程度、と書いているのは、フランスなどでそれだけで暮らしていけるレベルの高額な給付金で成果がでたと言う前例はあるから。しかし、これも単に需要の先食い効果があっただけで有効ではないと言う話もある(注7)
• 子どもの数と女性の初婚年齢には強い逆相関の関係にあると言う事実。晩婚化の影響が大きい。

要するに夫婦の子どもの数を増やすには、最も合理的な手段は晩婚化対策であるだと言うことになるが、政治的にタブーでありこの路線はほぼ無理であるとも言える。ただ、やるべきではあるのだが、これは子育て支援の方面ではない。

もちろん、

• ミクロで金銭的理由を子どもをこれ以上増やさないとしている人がいるかぎり、それをフォローする事は重要ではある。トレードオフの関係にはない部分は全部やればよい。
• 経済対策として子育て支援は比較的効率が良い施策なので無駄にはなりにくい。子育て世代は旺盛な経済活動を行うので効率は良い。

ただし

• やるべきではあるのだが、これを有効な少子化対策でこれだけで良いと捉えられてしまっても困る。
• 経済格差を増加させるような施策にならないようにしなければ、逆効果となりうるので注意する必要がある。最近は補正前ももちろん、補正後のジニ指数共に格差拡大を示しており、手当てをしないと経済対策としても効率が悪化する。

子育て支援は少子化対策としては有効ではないと言うことをとにかく認識してほしい。

よく「子育て支援・少子化対策」と並べる人がいるが、この二つは似て非なるものである。少子化対策とは別に考えるべきだ。

非婚化対策に何が重要か

まず基礎的な事実の確認から。

• 独身者で、よい人がいれば結婚したいと言う割合は、25歳以上で半分を超え、これは過去から変わっていない。(注3)
• 結婚する意思があるが「できない」理由のトップは「適当な相手がいない」
• 35歳で、男性の約4割、女性の約3割が「交際経験がない」と解答している（過去からの推移は情報無し）
• 調査において、非婚である、と回答した人に対する「非婚意思が変わる可能性があるか・理由」という調査において、1位が「結婚したいと思う相手が現れる」、2位は「収入や貯蓄が増える」3位が「雇用・労働条件が改善する」という順番になっている。(注4)
  • なお、非婚意思が変わる理由に「子育て支援」を挙げた割合は、たった1%だった。

と言うことになる。

この施策を真っ向からストレートに捉えると、出会いを作って結婚してもらうと言う事になるだろう。色々な所が取り組んでいる。それを東京都がやるのが東京都が行う管掌のマッチングアプリという事になるだろう。

ここで「合理的か」という観点から見るとき考えなければならないのが、この施策にかかるリソースだが、東京都がこの婚姻支援に入れる予算は、たったの3億円である。(注5)

福祉予算としては圧倒的に低く、はっきりと東京都レベルでは誤差の範囲の予算だ。例えば、都庁のプロジェクションマッピングの半額以下である。

予算が低いことが問題ではない。むしろ「合理性」という観点では低い予算で高い効果が上がる可能性が高いと言うことだ。3億円では都心の100人規模の保育所の運営費にも満たないと思われる。

色々な資料を読んでいると、非婚化・晩婚化による少子化は1990年代から既に言われていることで(注1) この程度の予算でできる事をなぜやってこなかったのか、とどうしても思ってしまうが、過去の事は仕方が無い。

これからでもよいのでやるべきだ。

晩婚化対策に何が必要か

さて、優先順位の3番目にきている「晩婚化対策」についても触れたいと思う。

晩婚化対策が何故必要かは、既に述べた理由の再掲にはなるのだが、まとめると

• 子どもの数と初婚年齢には強い相関があり、初婚年齢が低いほど子どもの数が多い。初婚年齢が上がると子どもの数が減る。
• 子どもを持たない夫婦は、高齢結婚であることが多いと言われる。
• 子どもを欲しいと思っていても断念する理由で「年齢」が比較的高い。
• 年齢が遅くなるほど、新たに結婚することが困難になっていく

また、

さて、晩婚化対策とはなんだろうか？これは2つ考えられ

• 晩婚化しないように若いうちに結婚するよう推奨する施策
• 晩婚化は仕方が無いと受け入れ、晩婚化による弊害を軽減する施策

の二つがある。

政策的にやりやすいのは明らかに後者である。1は大事だが、これは政治的にタブーであるし、現実問題出来るのかという事がついて回る。

一方で後者はやりやすい。と言うのは、いずれの統計でも、いずれの時代にも「結婚したい」と考える独身者の率は年齢が上がるほど延びて、一定を超えると諦めて減ると言うカーブを取るからである。

ただしこれは子育て支援とは切り口が異なる。政策的には子育て支援に含められている場合も多いが「不妊治療の公的扶助の拡充」などがそれにあたる。

子育て支援と異なるのは何かと言うと、保育所の支援、学費の無料化などは「既に生んだ後」の支援である。実はこれが少子化対策には効果が薄く非合理的だと言われる。

直接的に生みたいが生めないと言う人々を支援することが有効なのだが、何故か少子化対策に対してこちらの方が手薄になっている。

少子化対策予算などいくらでも出せるのだから全部やればいいと思うのだが。

おこなわれないのは、属性の人々はあまり政治層に声を上げないし、代弁して声を上げるような社会団体が無いからだと思われる。

まとめ

再掲するが、せめて

• 本質的に子育て支援は経済対策と位置づけて、少子化対策は別枠で行う。子育て支援は少子化対策にカウントしない。
• 行政による婚姻支援・非婚化対策、晩婚化対策はまだまだ取り組むべき余地が非常に大きく、低予算で高い効果を上げる可能性があるため、積極的に取り組むべきだ。
• ただし、それ単体では効果は限定的なので、経済対策（結婚できる経済状況を生み出す）晩婚化対策（少子化という点だけをみると晩婚は効率が悪い）なども必要である。

が必要だ。

政治的に

• 3人以上子どもを推進、晩婚回避で女は25歳までに結婚して産めよ増やせよ
• 結婚してあたりまえ雰囲気を醸成
• 介護もあるんで晩婚でもいいからとにかく結婚させろ

みたいなことを堂々といったら炎上するだけで難しいのはわかる。例えば、子育て支援は所得制限無し無制限が支持される一方で、自治体が頑張って結婚相談所を作っても参加補助どころか無料も無理で、実費請求されるところがほとんどだ。

今回の件も、例えば朝日新聞の報道( 注5) にも「行政がやる事か？」「結婚しろという圧力になる」と言った的外れなコメントが、有識者枠で掲載される有様だ。有識者と言いながら単なる社会活動家のポジショントークに過ぎないのだが、ほぼ例外なく誰もが当事者であるから出てきてしまうのであろう。

これは有権者の支持が得られないというところであろう。

が、もうこれを上手くオブラートに包んで実行していくほかにないのでは無いと思われる。

子育て支援をするなと行っているのでは無い。子育て支援はやるべきだ。しかし、子育て支援は少子化対策にならないのを直視して、少子化対策は別枠でちゃんとやってくれと言う事である。

少なくともこの現実を直視し、正しい基礎知識を持った上で、婚姻支援を合理的ではないなどいった誤った考えを早く正すべきだと考える。また政治活動家がロビー活動をする時も、この論法を使うことは控えてほしい。もっと他に手頃なスケープゴートがあるだろう。

冷静に考えてほしい。東京都だけで2兆円ちかい子育て関連予算に対して、3億円の施策が何だというのか？　そして誰も「子育て支援を削って非婚化対策しろ」なんて考えで施策を行ってないのである。

少子化対策は非常に重要な問題で、主要な政治家はみな積極的に取り組んでいる状態だ。子育て支援と婚姻支援がトレードオフの関係にある訳がないから、必要なら両方やれば良いのだ。

正しい知識をもって行動してほしい。

おまけ：よくある誤解とその解説

子育てができない→子育てする金がないから結婚しないのであって、既に金がある奴を支援しろ

今までの話を読んできてもらった人には、完全に誤った議論であることはわかっていただけると思うのだけれど、どうしてもこう言う事を言う人がいる。

ただ、一点だけ「既に金がある奴を支援するべき」はその通りで、そのための施策がマッチングサービス・非婚化対策なのである。

統計で見ると、結婚しない・出来ない理由は、トップが「出会いがない」で次いで「経済的理由」である。

経済的理由と出会いが無いはほぼ同率なので、両方に手当てをする必要がある。

そして未婚男性で最も多いのは年収500万円以上なので、経済だけを協調して、マッチングサービスなど出会いを作る施策を非合理的だとする理由はない。

両方やれば良いし「合理性」で考えるならば、マッチングサービスなどの単純な婚活支援が最初に来るだろう。

The Amazing Digital Circus のテーマ曲にここのところ胸を抉られ続けている

頭の中でしょっちゅう奏でられ、気がつけば口ずさんでいる

そして寂寥とした感情で胸をきゅーと締め付けられている、比喩ではなく本当の痛みを感じ続けている

もっともこの曲に胸を抉られているのか、もともと抉れていたところへこの曲が流れてきたのかはわからない

この曲は

どこにも辿り着かない、逃げることもできない

理不尽で不条理

周りにいる人物はほぼ人格が破綻している

最悪すぎて笑うしかない

なんとか陽気で楽しげなステップで乗り越えようとするものの、何も変わらないし変えられない

出てくるのはあのポムニのひきつった笑顔だけ

自分にはこんな風に聴こえている

The Amazing Digital Circusを観ているとどんどん辛くなる

パイロットを何度観たか分からないけどいつも泣きそうになりながら観ている

この文章を書いてても思い出して泣きそうになってる

Commissioned and premiered by Shanghai Philharmonic Orchestra (cond. Zhang Liang)

Prentis Hall is a building in New York City, where I spent a year (2015-2016) living in a sleeping bag and taking showers in the toilet. Prentis was built in 1909 and was initially designed as a pasteurization facility and milk bottling plant, then later used as a Heat Transfer Research Facility, conducting nuclear research and experiments, during the Manhattan Project. Columbia University acquired the building in 1949, and the building has housed Columbia’s Computer Music Center (then Columbia-Princeton Electronic Music Center) from the 1950s onwards. During my time there at the Computer Music Center, I have spent my days and nights exploring stimulating sounds using both analog and digital synthesizers, tape recorders, CTR monitors, and other equipments unfamiliar to me back then. Aside from the Computer Music Center, the building also housed studios for visual artists, and so I was able to meet many eccentric artists, where we ended up having long conversations every night on both significant and insignificant issues surrounding us.

Located on 125th Street in Manhattan, the “residents” of Prentis Hall were constantly harassed by the rumblings of the New York City Subway (which runs aboveground for 125th Street Station), the traffic from the highway nearby, the bustling of the streets of New York, and the construction noises from the nearby building sites. At nights, the screeching noises from the metal shop and the wood shop constantly rang throughout the building. At one point in time, the noise inspired me to imagine a gigantic pink elephant running through the narrow corridors of Prentis. The head and front half of the body was seemingly a normal elephant found in the wild. However, as I scanned my eyes further back, the body of the animal seemed to become more and more pixelated, and small 3D blocks were clearly visible on its back and hind legs, as if molded by an amateur creator in a Minecraft game. As the elephant advanced, some blocks fell onto the floor like water droplets falling from an animal soaked in water. I rubbed my eyes and shook my head, certain that I have entered a dream at some point during the night. The pink elephant walked past me and wandered into one of the many rooms the building offered. I timidly peeked into the room where the pink elephant disappeared into. The pink elephant seemed to have collapsed on the floor, its body, both the organic front and the pixelated back, expanding and shrinking as it sluggishly inhaled and exhaled oxygen.

After hours of staring at the pink elephant, I jumped back at a sudden startling noise from behind, which woke the pink elephant from its deep slumber. Furious, the pink elephant stood on its two pixelated hind legs, and stomped out into the corridors again, this time shaking off more 3D blocks from its back than when it first arrived. The organic front seemed to start to bloat up like a balloon for reasons unknown to me, and the pixelated back grew smaller and smaller due to its parts crumbling down on the floor. In a blink of an eye, the inflated front side split from its pixelated rear, then with a deafening pop, exploded into thin air like a burst balloon. What was left were the pink 3D blocks of all sizes, scattered around on the corridors of Prentis Hall.

(日本以上に厳しいアメリカでも、ブルシットジョブが溢れ、digital presenteeism(デジタル・プレゼンティーイズム)が生まれている

Digital Color Meterは便利な反面カラーコードが大文字で、コーディングルールと違うのが困り物だったんだよなあ。そりゃクリップボードのテキストを文字変換して戻すだけでいけるに決まってるのに、何を困っていたのか。

あらかた組んだ後にエディタで一括変換してたけど、その一手間がクッソうざくてどうにかならんかと長年悩んでいたのでスッキリ。

人によってはいちいちショートカットで呼び出す方がウザいかもしれんが、自分はこれで良し。
