元生活保護受給者でアスペと鬱で精神２→３級だが、少し前に、ようやく社会人(正職員待遇)ができるところまで戻ってこれた。
社会人といっても某飲食の一兵隊なので、世間一般でいえば「負け組」とか「底辺社畜」の類だと思う。
そして生活保護をそれより上だの下だの、そういう序列をつけて優越に浸りたいというわけでもない。生活保護には大変お世話になり、このセーフティネットがなければI was gone.しているか、生きていても反社勢力の捨て駒か何かになっていたかもしれない。雨風が凌げる快適な部屋で、布団にくるまって眠れて、贅沢しなければ日に三度の食事に困らず、人の道を誤らないように暮らせたのだから、福祉事務所の方角に足を向けて眠れない。
といっても別に変わった経緯でもないと思う。地元の公立小・中・高を経て地元の宿泊業を営む会社に入りホテルマンとして働き始めたのだが、不規則勤務・薄給に加えてお局の係長からのパワハラにより精神崩壊して退職、精神２級判定、実家に帰る、雇用保険の失業給付が尽きる、実家から出される、保護開始……こういう順序だったと思う。
実家での待遇は良くなかった。特に兄が酷かった。両親も最初の頃は同情的だったものの長男(兄)の機嫌を損ねるわけにもいかなかったのだろう、次第に冷たくなり、雇用保険の給付が尽きるときに30万円を渡され、今のていたらくで盆と正月以外は実家に近寄るなという旨のことを宣告された。田舎だけに周囲の目もあるし、やむを得ない措置だと思うし、今更それを遺恨に思ってもいないし、ここでズルズル寄生を許可されていたら今頃は立派なニートのできあがりだったことと思う。もっともそのときは、ああもうこれは死刑宣告だなと目の前が真っ暗にはなったが。
とはいえそう簡単に自殺できるなら何も苦労はない。役場の障害福祉課(精神障害者の手帳の件でお世話になっていた)に話をしたところ、ありがたいことにこんな穀潰しに親身になってくれ、提案をもらえた。
ひとつは「障がい者のグループホームに入居して集団生活を送る」こと、もうひとつは「手持ちのお金でとりあえず単身向けの安い賃貸を契約して住む」ことだった。いずれにしても精神２級の状態で今後の生活にかかるすべての経費をまかなうことは不可能だろうから、生活保護の申請は前提と言われた。一刻も早く家族(特に兄)からの攻撃から解放されたかったので、障害程度区分(介護保険でいう要介護１～５みたいなの)を取ったりするために必要になる時間も惜しみたくて1Kの賃貸アパートを契約してそこに引っ越すことにした。引っ越すといっても冷蔵庫や洗濯機は家族共用なので家電量販店で買ってアパートに届けてもらうことにし、段ボール箱５つ分くらいの荷物を自室から原付のリアキャリアに縛ったりステップに置いて運ぶだけだから、引越し自体もあっけなく終わった。父のワゴン車に積んで運べば１回で済んだだろうけれど、その迷惑をかけるのも躊躇ったのは覚えている。
生活保護で月に支給される額はおおよそ12万円程度。障害基礎年金は無事３級が出たが、年金は収入として申告し、その分減額される(生活保護＋年金になるわけではなく、他の生活保護受給者と同じ金額で生活をすることになる)システムなので、年金が出たからといって裕福になるわけではないことを知ったが、とりあえずこれで、贅沢しなければ衣食住が許されるくらいのベースができた。原付(125以下)が、「事故を起こしたときにちゃんと賠償できるように任意保険にも加入すること」を前提に保有・運転してもいいといわれたのは助かった。
『働かずに食う飯』が美味いかどうか……。考え方に個人差はあると思うが、私にとっては何を食べてもあまり味がわからなかった。保護費支給日に、月に１回くらい口の栄養をと思って高い外食(といってもファミレスとか回転寿司くらいだが)をしても、味に感動するようなことはなかった。むしろ高い飯を食べると罪悪感が強かったようにすら思う。
刷り込みとか色々あるかもしれないが、とにかく、『今この時点において、自分より無価値な人間はいない』ということを感じていた。卑屈になりすぎていたのかもしれないけれど、今の自分が生み出せるものといえば二酸化炭素と排泄物しかないわけだから。テレビを持っていなかったのでもっぱらラジオだったのだけれど、野球中継を聴いて贔屓のチームの選手が拙いプレーをして点を取られたときにも、自分ごときが選手を叱咤できる立場じゃない、となって、野球中継さえまともに楽しめなかったくらいになった。
鬱もなかなかその頃は酷く、家事は勿論のことながら入浴すら自発的にできなかったので障害福祉サービスで週３回ヘルパーさんが来てくれるようになり、相談支援専門員さんがついてくれることになった。モニタリングという定期的な面談のときに「ラジオで野球を聴くのすら申し訳ない」というようなことを話すと、就労継続支援Ｂ型という作業所を紹介してくれた。見学に行ったところは障害の程度や意欲に応じて、ほとんど遊んでいるに等しいレクリエーションのようなことから集合住宅や公共施設などの清掃まで幅広くやっていたところで、「ちゃんとできるかどうかわからないが、清掃作業をさせてもらえるなら」という条件で通所し始めた。週１日・午後のみから始めて、少しずつ増やして週４・午前午後になり、報酬として工賃を２万円くらいいただけるようになった。まったくの無価値ではなく、月２万円だが自分にそれだけの価値を認められたことが嬉しかった。もちろん収入なので生活保護の支給額は減るのだが、勤労による収入の場合は控除が認められて、２万円工賃をもらえれば月に1.5万円くらいは実質的に自由になるお金が増えた。この頃には、「月１回くらいは口に栄養しても」の罪悪感も少し薄れ、熱々のハンバーグがとても美味しかった。
……とここで、レジで会計をするときに壁に貼ってあったポスターを見て、「アルバイト募集されているんですね。未経験歓迎とありますけど僕みたいなのでもいいんですかね？」などという畏れ多いなんてレベルを超越した暴言を吐いてしまったのだ。
レジカウンターを挟んで二言三言のあとバックヤードに連れて行かれ、店長がいる時間帯に履歴書を持って面接に来てくれという話になってしまい、そこから何をどうしたかよく覚えていない。作業所までそう離れていなかったので、まずは作業所に駆け戻ったのだけは覚えている。
後日、作業所の管理者さん同行で面接になった。店長と施設長が最初に長く話し、最後の方で何か言いたいことはと問われたときに、施設長が言わなかったこと(生活保護受給中とかただの精神２級ではなくアスペルガー症候群もあること)を言った。施設長がいい顔をしていなかった。ここで仮に採用に繋がれば作業所の実績に繋がる大事なところなので、その足引っ張りになることをされたら困るというのが施設長の本音だと思うが。
採用の前にまず実習ということになった。熱々の料理をお客様にぶちまけるような致命的な失敗こそしなかったが、皿は相当割った。14番テーブルに持って行くはずの料理を24番に誤配したり散々だった。高校生の先輩バイトさんに使えないと舌打ちされたのも覚えている。
……が、総合的な評価はそこまでダメではなかったのか、まずは週２日のランチタイム要員として採用された。10時半から15時の４時間半。百戦錬磨の兼業主婦のパートさんにはこき使われたが数多のフォローや配慮をしてくれて感謝しかない。
週２日と４時間半が次第に延び、フルタイムになり、正職員待遇になった。精神の手帳も２級から３級に見直された。生活保護は基準より収入が上回ったため停止され、半年後に打切りになった。福祉事務所に頭を下げに行ったら担当のケースワーカーさんに激励していただいた。
正職員待遇とはいってもあくまで障がい者雇用なので、健常者とまったくの同一条件ではないけれど、少なくとも今は野球中継を素直に楽しめるようになったし、親や兄・妹との関係もある程度戻ったと思う。兄のところには２人子どもがいるし、妹も近々結婚するらしいことを聞くと、私は家庭を持っていないことが兄や妹と較べてレベルが下だが、これはさすがに相手のあることだから自分だけが足掻いてどうにかなるものでもないし、仕方ない。
お金だけがすべてではないが、今は保護費より相当多い給与を貰えているし、そのおかげで保護の頃より僅かだが広く便利がいいアパートに移った。雑誌や文庫本くらいならそこまで財布と相談しなくても買えるようになったし、何より「お天道様の下を堂々と歩ける」ようになった。
もちろん、今後また何かの弾みで生活保護に助けてもらうことにならないとも限らないが、保護に依存しないように、備忘録として残したい。
