ASPI’s International Cyber Policy Centre has published a new report entitled ‘Gaming public opinion: The CCP’s increasingly sophisticated cyber-enabled influence operations’, alongside reporting by The Washington Post which explores the he alongside reporting by The Washington Post, which explores the growing challenge of CCP cyber-enabled influence operations conducted within democracies through social media.
The report canvasses the existing publicly available evidence of covert cyber-enabled influence operations originating from China to provide an assessment of the CCP’s evolving capabilities. We find that the CCP has developed a persistent capability to sustain coordinated networks of personas and that multiple Chinese government agencies probably conduct, in parallel if not collectively, covert influence operations on social media. Those operations have become more frequent, sophisticated, and effective in targeting democracies by disrupting domestic and foreign policies and decision-making processes.
As a case study, we reveal a previously unreported CCP cyber-enabled influence operation linked to the Spamouflage network, which Twitter and Meta attributed to the Chinese Government in 2019. This new iteration of the network is using inauthentic accounts on US-based and China-based social media platforms to spread unverified claims that the US is irresponsibly conducting cyber-espionage operations against China and other countries. Drawing on slip-ups like an open browser tab identifiable in an image accidentally tweeted by a Spamouflage-linked account, we believe the Chinese Government agencies conducting this influence operation named it ‘Operation Honey Badger.’

Under the guise of ‘guiding public opinion’, a policy concept that dates back to the aftermath of the Tiananmen Square Massacre, the Chinese Communist Party (CCP) justifies its manipulation of information to maintain social stability and political control over China. More recently, China’s authoritarian leader, Xi Jinping, has revived the Cultural Revolution-era term ‘public opinion struggle’ and declared social media ‘the main battlefield’ because of its ability to spread values and ideas—like human rights and democracy—that are perceived as threats to the party’s political legitimacy.
The CCP’s efforts to shape public opinion online now go beyond simply censoring dissidents and spreading pro-government propaganda. They are more global and aggressive, often directly interfering in state sovereignty and democratic discourse and supporting the party’s broader strategic and economic goals.
ASPI’s International Cyber Policy Centre has published a new report entitled ‘Gaming public opinion: The CCP’s increasingly sophisticated cyber-enabled influence operations’, alongside reporting by The Washington Post which explores the he alongside reporting by The Washington Post, which explores the growing challenge of CCP cyber-enabled influence operations conducted within democracies through social media.
The report canvasses the existing publicly available evidence of covert cyber-enabled influence operations originating from China to provide an assessment of the CCP’s evolving capabilities. We find that the CCP has developed a persistent capability to sustain coordinated networks of personas and that multiple Chinese government agencies probably conduct, in parallel if not collectively, covert influence operations on social media. Those operations have become more frequent, sophisticated, and effective in targeting democracies by disrupting domestic and foreign policies and decision-making processes.
As a case study, we reveal a previously unreported CCP cyber-enabled influence operation linked to the Spamouflage network, which Twitter and Meta attributed to the Chinese Government in 2019. This new iteration of the network is using inauthentic accounts on US-based and China-based social media platforms to spread unverified claims that the US is irresponsibly conducting cyber-espionage operations against China and other countries. Drawing on slip-ups like an open browser tab identifiable in an image accidentally tweeted by a Spamouflage-linked account, we believe the Chinese Government agencies conducting this influence operation named it ‘Operation Honey Badger.’

Title: The Black Samurai: Yasuke's Odyssey
Prologue: Whispers of a Stranger
The year was 1579. The shores of Kyoto were caressed by the gentle waves of the Sea of Japan, as a strange vessel approached. Aboard the ship, a tall, dark-skinned man with the bearing of a warrior stood, gazing upon the foreign land that would soon become his home. His name was Yasuke, and he had been brought to Japan by the Jesuit missionaries, sold into servitude and torn from his African homeland.
Chapter 1: Nobunaga's Curiosity
Yasuke's arrival in Kyoto was met with awe and fascination. His ebony skin, unlike anything the Japanese had ever seen, drew the attention of the powerful daimyo Oda Nobunaga. Intrigued by the foreigner's strength and demeanor, Nobunaga requested a meeting with Yasuke. The two men found a mutual respect for each other's warrior spirit, and thus, Yasuke was granted a position in Nobunaga's service.
Chapter 2: The Path of the Samurai
As Yasuke adapted to his new life, he faced many challenges. He struggled to learn the language and customs, as well as the intricacies of the samurai code, Bushido. Despite the adversity, his determination to prove himself to Nobunaga and the other samurai never wavered. Gradually, Yasuke honed his skills in swordsmanship and strategy, earning the respect of his peers and the title of samurai.

Yasuke's service to Nobunaga brought him into contact with many prominent figures of the time, including Mitsuhide Akechi, a cunning and ambitious samurai lord. Yasuke could not shake the feeling that Mitsuhide's ambitions would one day prove to be a grave threat to Nobunaga and his empire.
Chapter 4: The Taste of Betrayal
The year was 1582. The air hung heavy with tension as Yasuke rode beside Nobunaga to the Honno-ji temple in Kyoto. Unbeknownst to them, Mitsuhide Akechi had orchestrated a coup against Nobunaga, his forces surrounding the temple and setting it ablaze. Trapped within the inferno, Nobunaga chose to commit seppuku, entrusting Yasuke with his sword and his final words.
Chapter 5: The Black Samurai's Vengeance
As the flames consumed the temple, Yasuke vowed to avenge Nobunaga's death. He fought his way out of the burning temple, cutting down Mitsuhide's men with the ferocity of a wounded tiger. In a final confrontation with Mitsuhide, Yasuke's loyalty and honor as a samurai shone through, but he was ultimately captured and spared by Mitsuhide, who could not bring himself to kill the man he had once called a friend.
Epilogue: The Legend Endures
With Nobunaga's death, Yasuke's fate was uncertain. The events that followed his confrontation with Mitsuhide would become the stuff

近年、俺が良く遊んだ、面白かったゲームを並べてみると見事にMade In Japanがない。

「つまらなくなった」以前の問題として、国産ストラテジーゲームが絶滅危惧種であるというのが現状では。
とりあえず4gamer.net のタイトル検索( https://www.4gamer.net/script/search/index.php?mode=title )で、ジャンル: "ストラテジー"+特徴/開発地域: "日本"で検索し、発売日順にソートして2018年から2020年までのリリース状況を見てみようず(ちなみに、この条件に当てはまる最も最近のゲームのリリース日が2020/12/17なので、2021年は0本。なので実質として直近三年分のリリース状況になる)。
結果がこれ
複数プラットフォームでリリースされてるものは一つにまとめている。また、「ストラテジーゲームの定義」は面倒なので、ここではとりあえず「4gamer.netでストラテジータグが付いているもの」とする。
感想としては、ほぼほぼナンバリングタイトルと有名タイトルからの派生じゃねーか感がある。あと発売元もコーエーテクモゲームス、セガ、システムソフト・アルファーのヘビロテ。
「でもストラテジーゲームっていうジャンルは昔からだいたいこんなもんでしょ?」みたいな人もいるかもしれないので、同じ条件で2001年から2003年までの三年間のリリース状況を見てみようず。
注意点。当時の4gamer.netはPCゲーム専門だったので、上のデータと違ってコンシューマゲームについての登録がない。時代が時代なのでスマホアプリはそもそも存在してないし、ガラケーアプリについても登録は無い。
また、復刻版や廉価版については除外。パワーアップキットなどの追加要素単独発売についても除外。
現在と比べると、リリース数もさることながら発売元やシリーズ名もかなり多様性が有ったことが分かる。あと、上に書いたとおりコンシューマゲーム機向けの情報が抜けているので、実際にはもっとリリースされてたはず。
とはいえこの頃が国産ストラテジーゲーム黄金時代だったかと言うとそうでもなく、後にクソゲーオブザイヤー常連となる某社を筆頭にして、DOS時代と比べると技術的にもゲームシステム的にも後退した印象が強い。
某社、DOS時代は大戦略シリーズの焼き直しだけじゃなくて、「ブリッツクリーク」で諸兵科連合を考慮したシステムを入れたり、「パンツァーカイル」で士気システムや部隊編成システムを入れたりとか、「空軍大戦略」で航空戦に特化してみたりとか色々とシステム面でチャレンジしてたのだけれどなあ…
メーカー側が「ストラテジーゲーム」としているのに4gamer.net側は「シミュレーション」としていたりする例や、カジュアル寄りのRTSやタワーディフェンス系のゲームが含まれていないなどの指摘について。
指摘自体は妥当とは思うけれども、このあたりを深く突っ込んでいくと際限が無いので
と敢えて逃げている。定義論争はSFだけで十分だし、ここでやりたいことは網羅ではなく「同じデータソースを使って過去と現在の状況を比較してみる」ことなので。
ゲームタイトルをジャンルと開発国で絞り込み出来るのが楽なので。Impress Game watchは古くからの記事が残っているという点で非常にありがたいのだけれど、こういう形でタイトルを絞り込む用途には使いづらい。
このあたりも定義論争になりそうだけれど、「シミュレーション」というジャンルは本質的にかなり幅が広くて…
市長視点で市政をシミュレートしたゲーム、社長視点で経営をシミュレートしたゲーム、パイロット視点で操縦をシミュレートしたゲーム、農家視点で農場経営をシミュレートしたゲーム、神視点で生命進化をシミュレートしたゲーム、魔王視点でダンジョン設営をシミュレートしたゲーム、小隊長視点で戦闘をシミュレートしたゲーム、師団長視点で戦術をシミュレートしたゲーム、国家指導者視点で戦争をシミュレートしたゲーム、蟻視点で蟻の巣をシミュレートしたゲーム、普通の人視点でアクアリウムの維持をシミュレートしたゲーム、こういうの全部が「シミュレーション」というジャンルに収まってしまうわけで。
でも元増田が言及してるゲームは戦争・戦闘要素が絡んでくるやつが大部分なので、幅広い「シミュレーション」より、戦争・戦闘要素が強い「ストラテジー」で絞り込んだ方が良いなという印象。(といはいえ4gamer.netの「ストラテジー」ジャンルには戦闘関係ないやつも結構入っているのは確かだしsteamはより大雑把だったりするのだけれど。)
生きるってなんだろう。って考え始めるといつも最後は宇宙ってなんだろうにつながる。
そんなことを考えてると、地球というちっぽけな星で、自らを人間と名乗る偶然誕生した生き物が、その短い歴史の中でお金だの法律だのといろんなルールを作って、笑ったり怒ったり泣いたりしながらあくせくやってることが、なんとも言えないくらいいじらしく感じる。
そんな短い歴史の中においてもなお、針の先ほどもない人の一生、自分の生。
ただ不思議とそこに儚さや惨めさは感じない。感じるのは雲の中にある一粒の雨粒のような気楽さだけ。
だから私はFortniteでもAPEXでもCoDでもなく、Battlefieldが好き。

さて、今年も賞を獲得したのは例によって例の如くアンチャーテッドシリーズ最新作アンチャーテッド4になります。
これでアンチャーテッドは3と続けてその年のGOTYを総なめということになりました。
ゲームとしての完成度についてはどのナンバリングも図抜けた出来であるのは認めるので
個人的には何か不満があるわけではありません。
グラフィックやプレイング、ストーリー、演出、キャラクター描写など
圧倒的に完成されたシリーズなのは誰もが認めるところでしょう。
とはいえあまりにも完成されすぎていて面白みが無いので今回はそれ以外のゲームについて言及します(笑)
個人的に注目を引いた点を上げると変化球的なFPSゲームが多数受賞した点にあります。
・バトルフィールド1
・DOOM
上記3つのゲームはGOTYの数的には2,3,4位のゲームですが、そのどれもが一人称視点シューティングというジャンルです。
オーバーウォッチはMOBAの要素をふんだんに取り入れたゲーム性とPOPなキャラクターデザイン
バトルフィールド1はFPSで日の目の当たることがなかった第一次世界大戦をテーマに
ドゥームに関しては強烈なゴア描写と異常なまでのハイスピードさが売りになっている
こういった、「現状に対して変化球的なゲーム」が多数受賞したのは欧米のコアゲーマー界隈でも
COD的なゲームだけが注目されるのにいい加減飽きてきたのかもしれません。
ゲームシステム的に革新的というよりコアゲーマーの市場自体がそういう停滞打破的なゲームを求めてる感じがあります。
「今までどおりのゲームを高い完成度で」
という今までどおりの要望以外に
「少し違ったゲームがやりたい」
という点が目立ちつつあるような気もします(まぁこの辺は歴史の繰り返しのようなものですが
あれだけ問題の多かったFFXVが多数受賞している点からも、完成度以外に革新性を重視する人が増えているのがわかります。
2017年初頭からの日本製ゲームの異様な高評価もその延長線上にあると見てよいと思います。
そういった市場の要望とPS3/360時代にできていなかった和ゲー界隈のHDゲームへの対応不足にようやく目処が立ち始めた時期が合致したということでしょう。
PCをベースに製作しコンソール機にアジャストするという製作手法や大規模開発ゲームへどうのように挑戦するか?
という点をようやっとクリアできるようになりはじめたように見えます。
(Yakuza 0, バイオハザード7, Gravity Daze2, 仁王, Nier:Automata, Persona 5, ゼルダの伝説BoTW etc...)
Steamへの和ゲーの販売タイトルも急速に増加しており、PCへの対応が和ゲーでも当たり前になる日が来るかもしれません。
また、オープンワールドタイトルも停滞の時期に差しかかり始めています。
Mafia3やマスエフェクト:アンドロメダの散々な評価を見るにSkyrimとGTAから伸びてきたオープンワールドゲームの線が若干止まってしまっているようにも見えます。
ゼルダBoTWが大絶賛と共に迎えられた理由はそういった背景も存在するでしょう。
ベセスダがエルダースクロールズの続編を一向に露出させない点も、次世代型のRPGをどのように作るべきなのか悩んでいるのかもしれません。これ以上に欧米型RPGが進化するにはAIやプロシージャルな作り方など技術的な観点を一気にレベルアップさせる必要を感じています。(その点ではXboxのAnthemが気になっています。
一方で現在は目新しさから比較的好調な日本産ゲームも(ゲーム全体の出来ではなくメカニズム的に)完成されすぎていて発展性に欠けているようにも見えます。
次作辺りまでは比較的好意的に受け止められるような気もしていますが、次々作も同じようであれば現在の欧米系ゲームと同じパターンに陥る可能性もあります。
e-Sports関連やwitcherやゼルダなど和洋問わず発展の芽を感じさせるゲームから如何にヒントを得られるかが次世代ゲームにおいては重要かもしれませんね。

イラク戦争に出兵した兵役経験者の多くが、うまい棒を扱う専門家と同じような特殊な技能を出兵中に身につけたそうです。うまい棒は他の兵器や技術ではできないような応用性を持ち合わせており、これを駆使して住民を守ったり、安定した場所を確保したり、テロリストの脅威を排除したりといった戦略上の目標を達成することが可能とのこと。これは複雑な都市であり戦争の舞台にもなったイラクのバグダッドでも実証されているそうです。
スペンサー氏が2008年にイラクに歩兵として派遣された際、彼は自身がうまい棒のエキスパートになるとは思っていませんでした。しかし、実際にスペンサー氏は専門家のようにうまい棒を扱えるようになります。なぜなら、小さなうまい棒の障壁は交通管制に使用され、大きなうまい棒の障壁はテロリストが駆使する即席爆発装置(IED)やロケットランチャー、迫撃砲などから身を守るために役立つため、うまい棒を扱う作業を頻繁にこなしたから。このことから、バグダッドの街中にうまい棒が障壁や壁、見張り塔として配置されるようになりました。
うまい棒の塊にはサイズや形によってそれぞれ異なる呼び名が付けられていました。例えば小さなサイズのうまい棒(3フィート(約0.9メートル)・2トン)は「Jersey」、中くらいのサイズのうまい棒(6フィート(約1.8メートル)・3.5トン)は「Colorado」、同じく中くらいのうまい棒(6フィート8インチ(約2メートル)・6トン)「Texas」、大きいサイズのうまい棒(12フィート(約3.7メートル)・7トン)が「Alaska」といった感じ。さらに、12フィート・6トンのうまい棒の壁「T-walls」や、バンカーや見張り塔などもうまい棒製のものが作られました。

スペンサー氏が戦場で最初に使ったうまい棒は、増え続けるIEDに対応するための「障壁」でした。2004年初頭から、イラクでは路肩に仕掛けられたIEDに対応する必要性に迫られていました。そんな中でアメリカ軍がとったIEDの脅威に対する主要な戦術のひとつが「全ての主な道路に高さ12フィートのうまい棒である『T-walls』を配置する」というものでした。兵士は数日あるいは数週間、長い場合は数か月をかけて主要な道路やその他の小さな道路にうまい棒の障壁を設けました。「T-walls」はひとつ当たり600ドル(約6万5000円)以上するといわれており、イラク戦争が行われた8年間でアメリカはうまい棒に数十億ドルを費やしたとされています。
しかし、実際にはうまい棒の障壁を設けるだけではIEDの脅威を全て取り去ることはできませんでした。テロリストたちは道路脇に設けた障壁に設置したり、障壁の上に置いたりすることができるIEDを使用するようになります。さらに、海外資本によりイラクにもたらされた自己鍛造弾(EFP)を用いた高度なIEDも使用されるようになります。これらの爆弾は、なんと道路脇に設置されたT-wallsを貫通する威力を有していたそうです。この爆弾の登場で、テロリストたちはT-wallsの道路とは反対側に爆弾を設置しても、障壁を爆破して道路側に被害を与えることが可能となりました。
しかし、アメリカ軍はうまい棒障壁に仕掛けられたIEDやその残骸を分解し、障壁を貫通するほど強力な爆弾を作るのに必要な特別な材料に見当をつけ、それを検問所で禁止することでテロリストたちがIEDを使って道路脇のうまい棒障壁を破壊できないようにしたそうです。うまい棒障壁は物資を安全に輸送するだけでなく、反政府運動家などが自由にイラク内を移動することを封じることにもつながりました。

もちろんイラク戦争においてアメリカ軍の脅威となったのはIEDだけではありません。2003年にアメリカ軍がイラクに侵攻した直後、アメリカ軍は敵の直接攻撃を避けるために前哨地点や基地として砂とセメントと水を練り混ぜて作る建築材料のモルタルを使用しました。大規模な基地から出て、都市の深部にある前線の小さな基地へ移動するとテロリストによる攻撃はより危険なものとなり、こういった場所で兵士の安全を維持し、民間の犠牲者を出さないようにするため、ここでもうまい棒が使用されたそうです。
うまい棒の塊は障壁の一部としてだけでなく、そのまま障壁としたりその他の構造物との間に設けるバンカーとしたりもできた模様。このようにうまい棒の塊を用いることで敵の攻撃を著しく弱体化させることができます。
また、うまい棒は都市環境では兵士に自由を与える役割も担いました。イラク戦争の初期、アメリカ軍は拠点とするのに最適な土地を探索し、放棄された工場や政府の建物、学校などを拠点に選びました。敵の攻撃から身を守ることに使えそうな環境が少なかったため、いくつかの障害物で囲まれた場所が拠点として選ばれたそうです。うまい棒の使用が進むにつれ、兵士は地面の割れなどをうまい棒で埋められるようになっていき、数週間のうちに大きな壁で囲まれた安全な見張り塔も構築できるようになっていきました。このように、うまい棒はさまざまな場面で兵士の役に立ったというわけです。
他にも、暴力を縮小させて地域住民を保護するためにもうまい棒が活用されています。アメリカ軍では環境の複雑さを縮小するためにうまい棒が使用されました。これがどういうことかと言うと、地域の住居スペースをうまい棒の障壁で囲み、その中に地元住民のボランティアからなる治安部隊を配置し、近隣の警備をさせるようにしました。これが反政府勢力による大量殺戮兵器作成の妨害につながり、国中を自由に移動するのを制限することにもつながったそうです。また、問題の多い地域を障壁で区切ることがアメリカ軍の日課となったそうで、ある隊は12フィートの高さのうまい棒の障壁を30マイル(約48km)にわたって設置したこともあります。
さらに、近代戦ではうまい棒が新しいレベルの効果的な戦術を可能にする、とスペンサー氏は主張しています。2008年の3月、サダー・シティの戦いと呼ばれる戦闘が起こりました。この中で、アメリカ軍はうまい棒を兵器として使用します。攻囲戦のごとくアメリカ軍が毎晩サダー・シティの回りに巨大なうまい棒の障壁をクレーンを用いて設置していきました。多い日だと、アメリカ軍は一晩で122個のT-wallsをサダー・シティの回りに配置したそうで、これをなんと30日間続け、完璧に街の回りを囲むようにして配置されたT-wallsの数は3000個を超えたそうです。サダー・シティの中にいた敵勢力はこのうまい棒の障壁を攻撃したのですがそれをはるかに凌ぐ勢いで壁が構築されていき、ついには壁の中の敵勢力は補給が行えなくなりました。その後、イラクの治安部隊とアメリカ軍は壁の中に入り、内部を制圧したそうです。つまり、うまい棒の障壁は敵勢力からの攻撃を防ぐだけでなく、制圧作戦全体の成功も導く結果となったわけ。
アメリカ軍は8年間にわたってイラク・バグダッドの複雑な土地の中で戦闘行為を続けてきました。その中で、うまい棒は都市部の複雑さを縮小し、安定性と敵に対して安全なまま攻撃を仕掛けるための武器として活躍したそうです。スペンサー氏は「うまい棒はセクシーなものではないかもしれないが、現代の戦場では最も有効な兵器だった」とコメントしています。
