そもそも「１０００年に一度の天災」というもの定義が当初書いてすらなかったわけだが、何か珍妙な「これは百歩譲って、それぞれの原発に、１０００年に一度程度、原発の設計で想定している以上の天災が起こり、それがシビアアクシデントに繋がると仮定した場合の計算である。」という定義が追記されている。
「東日本大震災」の被害の及ぶ範囲は広く、程度は違ったが、女川も襲っている。あえてこの２立地の原発に限定しても、やはり1000年に一度の災害がそれぞれ別々に襲ってくると言いたいのだろうか？
「１０００年に一度の天災」という言葉が一人歩きしているが、東日本大震災をきっかけに言われている所から考えて、これってぶっちゃげ「貞観地震(869年)から1100年以上ぶりだったっぽいのでだいたい1000年に一度に当たったねと言われてるだけのこと（※学術的にそうでないもっと別の定義で使っている専門家の存在は排除しないが、大抵のマスコミ、一般人等にこれ以上の明確な定義が共有されている気配は感じない）で、これがそれ以前も今後も1000年に一度程度起こるという計算は一体誰がした。
地層型だろうとプレート型だろうと、百数十年前以前の過去の地震についてのデータは少ないため震源・規模・被害に不明点は多いし、1500年以上前に至っては資料はさらに激減する。また、地震は周期性がある時期あったとしても大地の性質上変わっていくものなので、地震リスクが1000年に一度程度などと一定の根拠を持って算出されたものがあるだろうか？ちなみにいえば、東日本大震災について「１０００年に一度の天災」とある程度確率が認められたとしてもその分布は一様ではなかろう（プレート型であるか、少なくともプレート型との関連は指摘されている。プレート地震の翌年は、大きな余震等はあるかもしれないが、M9クラスの翌年はM9クラスの確率は下がりはしないだろうか？）。断層型にしたって、同一断層で1000年に一度クラスの大地震が2年連続で発生する確率が毎年独立の1/1000の確率で計算できるというのだろうか。分布が偏った確率だと考える方が普通ではないか。
これに対して、「1000年に一度とは日本全土である」などという批判（I田のぶのぶ他）も見かけたが、それはそれでおかしい。
「東海東南海南海連動大地震」がM9級で来る可能性が東日本大震災と合わせて1000年に一回？どういう計算なのかさっぱりわからない。実のところ1000年に一度と言っているが、東日本大震災と同程度のリスクを抱えているかもしれないところとして、私は少なくとも「東海東南海南海連動大地震」を挙げることができる。他にもあるかもしれない、しかし、そんなものが数えきれないほど日本に眠っているかというとそんなことはあるまい。山ほどあったら「ある地域が東日本大震災級の地震系災害にあう」確率は跳ね上がって1000年に一度どころではなくなる。
だから、そもそも「1000年に一度ってなんやねん」。上記ブログに従うと「１０００年に一度の天災」は「（日本全体で見れば、１００年に２〜３度は起こると覚悟しておいた方が良い」って確率なので来ない時には来ないのだが、それを加味したって日本史をひも解いて「1000年に一度の災害が100年に２～３度起こることはよくある」と読むと正直に何をいっているかわからない。「1000年に一度の天災でも偶然集中すれば１００年に２〜３度は起こることがありうる」という話ではないようだ（文脈よりそう読解）。日本史をひも解いて「1000年に一度の天災が日本全土でみれば１００年に２〜３度程度発生している」のか？正直何を言っているかわからないというか、それが「東日本大震災」級のことだとすればどういうデータに基づいているかわらかない。そうではなく「日本全土でみれば１００年に２〜３度程度発生してきた災害」を指すなら多分世間一般には1000年に一度とは言われないんじゃないだろうか。
＃東日本大震災級未満の「日本全土でみれば１００年に２〜３度程度発生してきた災害」でも「原発にシビルアクシデントが起こる」可能性の話をしたいならそのようになさればよろしいかと。実際には原発毎に耐震想定には差はあるし、福島第一が他のもっと軽い災害でもこのようになった可能性を私は否定するつもりはない。
実際問題、三陸海岸に限定してみれば、明治三陸地震や昭和三陸地震の津波等見ると1000年に一度ってわけでもないという評価もあろうかと思う。しかし、福島にそんなにしょっちゅう同規模の揺れ・津波が来ていたという記録はまだないはずだ（実は全然知られていないだけで今後明らかになるという可能性は否定はしない。もっと低い津波ならもちろん記録があると公表されている）。地震は震源地によって被害が変わるのでマグニチュードだけで単純計算はできないのだが、
1000年に一度の災害、というキーワードが出回っているからといって、1/1000という数字で確率を計算するのがそもそも無謀である。
確かに、「それぞれの原発に、１０００年に一度程度、原発の設計で想定している以上の天災が起こり、それがシビアアクシデントに繋がると仮定した場合の計算である。」という前提の話なら、その確率分布に一定の条件を加えることでこのような計算は可能とならないことはないのだが、どのような根拠をもってそのようなことを言っているのかさっぱりわからなない。
ともかく、正直なところ前述のブロガーが何を言っているかわからないので、「日本全体で見れば、１００年に２〜３度は起こると覚悟しておいた方が良い」というのが、過去200年に日本史では具体的にどの災害にあたってどれぐらいに頻度・被害だったと想定しているのか教えてもらいたい。この200年が確率による偶然の空白期だというならもっとさかのぼってもらっても構わないので、「日本全体で見れば、１００年に２〜３度は起こると覚悟しておいた方が良い」というのは具体的に過去のどれなのかぜひ教えてもらいたい。
その説明が学問的に正しかろうとそうでなかろうと、そこを説明してもらえば何を言いたいかは少しは理解できる気はする。その内容次第では誰か別の式の導出を提案してくれるかもしれない。
