だったら冒頭みたいな無茶しないと紛争に持ち込まれちゃうわけよ。

このアイデアだったらある日いきなりNATO軍が領内に居るから手を出せないし講和と同時に軍事同盟加盟は不自然じゃない。

フィンランド人の血が流れたらそれが原因で加盟も流れちゃうのだから無駄死にになってしまう。だからこのブリリアントなアイデアしかないのだ。

■採用応募時にGithub アカウント求められたんだけどこれどういうものなん？

転職サイトでスカウトが来てさ、自動送信っぽい文章じゃなくてちゃんと俺向けにスカウト文が丁寧に書かれてて条件も悪くなかったから一応応募してみることにしたのよ

履歴書と職務経歴書とGithub アカウントの提出を求められたんだよね

で、履歴書と職務経歴書はともかくとして主に使ってるGithubのアカウントは今勤めている会社の機密情報だし提出は難しいです、って言って

一応個人用アカウントはあるので送るけどGithub 管理下に置いている一部の個人開発アプリ(それもプライベートブランチ)くらいしか置いてないし大したことわかりませんよ

代わりといっちゃなんですがポートフォリオで個人開発歴とか教えますよって伝えた上でそっちも教えたの(そもそも求人票にはGithub アカウント提出必須とか書いてなかった)

結果としてはなんと書類選考で落ちたんだけど、

正直俺の経歴があって書類選考で落とされたことって人生初だったから「え？まじで？」ってなった。

学歴とか職務経歴についてはほとんど求人サイトに同じこと書いてたのに「ここで書類選考で落とすか？」「じゃあ何でスカウトした？」って思って

経歴で落とされるならまあ良いとしてこれがGithub アカウントの方が原因で、俺が一応で提出したアカウントが大して活動してない方のものだってのが人事からエンジニアの方まで伝わってなくて

Contribute数とかで機械的に足切りラインみたいなの設けられてたら嫌だなぁって。

WHO Director-General's opening remarks at the media briefing on COVID-19 - 16 March 2020

Good afternoon everyone.
In the past week, we have seen a rapid escalation of cases of COVID-1 9.
More cases and deaths have now been reported in the rest of the world than in China.
We have also seen a rapid escalation in social distancing measures, like closing schools and cancelling sporting events and other gatherings.
But we have not seen an urgent enough escalation in testing, isolation and contact tracing – which is the backbone of the response.
Social distancing measures can help to reduce transmission and enable health systems to cope.
Handwashing and coughing into your elbow can reduce the risk for yourself and others.
But on their own, they are not enough to extinguish this pandemic. It’s the combination that makes the difference.
As I keep saying, all countries must take a comprehensive approach.
But the most effective way to prevent infections and save lives is breaking the chains of transmission. And to do that, you must test and isolate.
You cannot fight a fire blindfolded. And we cannot stop this pandemic if we don’t know who is infected.
We have a simple message for all countries: test, test, test.
Test every suspected case.
If they test positive, isolate them and find out who they have been in close contact with up to 2 days before they developed symptoms, and test those people too. [NOTE: WHO recommends testing contacts of confirmed cases only if they show symptoms of COVID-19]
Every day, more tests are being produced to meet the global demand.
WHO has shipped almost 1.5 million tests to 120 countries. We’re working with companies to increase the availability of tests for those most in need.
WHO advises that all confirmed cases, even mild cases, should be isolated in health facilities, to prevent transmission and provide adequate care.
But we recognize that many countries have already exceeded their capacity to care for mild cases in dedicated health facilities.
In that situation, countries should prioritize older patients and those with underlying conditions.
Some countries have expanded their capacity by using stadiums and gyms to care for mild cases, with severe and critical cases cared for in hospitals.
Another option is for patients with mild disease to be isolated and cared for at home.
Caring for infected people at home may put others in the same household at risk, so it’s critical that care-givers follow WHO’s guidance on how to provide care as safely as possible.
For example, both the patient and their care-giver should wear a medical mask when they are together in the same room.
The patient should sleep in a separate bedroom to others and use a different bathroom.
Assign one person to care for the patient, ideally someone who is in good health and has no underlying conditions.
The care-giver should wash their hands after any contact with the patient or their immediate environment.
People infected with COVID-19 can still infect others after they stop feeling sick, so these measures should continue for at least two weeks after symptoms disappear.
Vis itors should not be allowed until the end of this period.
There are more details in WHO’s guidance.

Once again, our key message is: test, test, test.
This is a serious disease. Although the evidence we have suggests that those over 60 are at highest risk, young people, including children, have died.
WHO has issued new clinical guidance, with specific details on how to care for children, older people and pregnant women.
So far, we have seen epidemics in countries with advanced health systems. But even they have struggled to cope.
As the virus moves to low-income countries, we're deeply concerned about the impact it could have among populations with high HIV prevalence, or among malnourished children.
That’s why we’re calling on every country and every individual to do everything they can to stop transmission.
Washing your hands will help to reduce your risk of infection. But it’s also an act of solidarity because it reduces the risk you will infect others in your community and around the world. Do it for yourself, do it for others.
We also ask people to express their solidarity by refraining from hoarding essential items, including medicines.
Hoarding can create shortages of medicines and other essential products, which can exacerbate suffering.
We’re grateful to everyone who has contributed to the COVID-19 Solidarity Response Fund.
Since we launched it on Friday, more than 110,000 people have contributed almost 19 million U.S. dollars.
These funds will help to buy diagnostic tests, supplies for health workers and support research and development.

We’re also grateful for the way different sectors of society are coming together.

中華系のOSS…ソフトウェアの開発にひょんなことから関わってる。

その中の人に、Contributorリストに名前書きたいから、メールアドレス教えてと言われた。

メールアドレスを書いた後で、なんか言ったほうがいいかな？と（Twitterに家に引きこもってるとあったので）一刻も早い災害からの回復を祈ってると書いたら、

"you mean 2019-nCov ?"

というレスが来た。

あ、やばい、話急すぎたかな？と思って

と書いたら文字通りに捉えたらしい。

あちらの被害が深刻であることを教えてくれた。

数日前は200人だったのに今は17000人という。

■Two years have passed since I moved to a developed country

I am working as an engineer in the IT area, but I managed to hold it for some 2 years.

I do not have confidence yet, and I feel even more confident about my confidence for the rest of my life, the excellence of my colleague.

If I do not desperately do it I am working everyday with feelings that it is not amusing even if I receive a notification outside the fighting strength.

Still, in Japan, I think that Japan has much better skill than CTO in that area.

In the future I thought that if I could return to Japan and contribute to the Japanese society, Japan that is visible from the outside is bad.

What is bad, first aspect of politics.

Politics

The point that democracy is not fully functioning against the fact that there are stupid citizens who blind the LDP, such as Abe's descent.

That other party is also not good. Hope party? What is that lady like that disciple of Ru Ooshiba? Rou Koike?

The more you do not have it, the stupid will be clouded in katakana and psychology. You idiots, you guys say this. I love Katakana anyway, I love psychology, 100% I do not say big things. What is Y's Spending. Do not fix what you normally call katakana.

Since the political system is over in the first place, I think that it is the cause of failure of not receiving popular people, especially elderly people, only short-term and useless policies absolutely. So we will not attack only the LDP.

It is too fatal that politics is not rational and it is impossible to include the policy that should be done. Because it ends with poppiness if I can not vote.

Unfortunately, the trend of changing the political system probably will not happen if it fails.

In recent decades, politicians have accelerated the declining birthrate and aging society to a distortion with outlook on the preferential treatment for the elderly + measures against the declining birthrate.

The decline in Japan's birthrate and birthrate is partly spontaneous, but the world's low birthrate and aging society is not caused by natural phenomena.

There is not any future that putting all the energy to surrender the tax to the old man by tax free over medical care. It was already late when we were discussing whether a large amount of tax would be used due to politicians' old elderly votes or ten years ago, so it was already late, we have not corrected the orb it again so far I am going to polit ate on the same route.

There are no people with a declining birthrate. It seems that young people are supporting the LDP by thinking positively as being a seller's market completely.

There is only one person who is not merely a policy of an aging population declining birthrate. Your future is pitch dark.

Were I so stupid as to whom I thought of going back to Japan? What? It is certain that at least the field of view and experience has been much lower than it was now.

If I see myself two years ago, I feel mercy only now.

Indeed it is visible that it will collapse in another few decades Indeed it will not be possible to return to Japan.

Why do I have to board a sinking ship? Parents are the only team to surrender, only you are to protect yourself.

Originally I decided not to make children from the uncertain future of society, not myself. I think that choice was right.

■モダンな開発がしたい学生が大手 IT 企業に行く際に知っておくべきこと

http://anond.hatelabo.jp/20160413023627 を見て触発されたので書く。

タイトルのようなことについて、実態というか現実というか、そういうのを当たり障りない範囲で書こうと思う。全ての企業や学生に当てはまるはずはない（むしろかなり偏見や単純化を混ぜてる）けど、参考になれば幸い。

ちなみにトラバ先は研究を志望したという話だけど、本エントリは研究志望というよりは一エンジニア志望向けかも。

前提1: モダンな開発とは？

あえて定義はしないけど、Github で公開されてるような OSS を使ってます/いじってますとか、LL 使って Web アプリ作ってますとか、アジャイルやらテストコードやら最近主流の手法使ってますとか、そんな感じで捉えていただければ幸い。あるいはメインフレームで COBOL とか周辺機能を全部車輪の再発明してるC言語製アプリとかそういう古い仕事ではない仕事、と捉えてもいいかも。

前提2: 大手 IT 企業(SIer)とは？

トラバ先のトラバの言葉を借りると「日本的な旧来型のIT 大企業」という感じ。

大手 IT 企業にとっての「IT」とは「モダンな開発」ではない

ITという言葉には色々な意味がある。大手 IT 企業だとこれが特に広い。もちろん「モダンな開発」も含まれているけれど、そんなの全体のごく一部でしかない。（主観だけど数 % とかじゃないだろうか）

話は少しそれるが、大手 IT 企業は元々メインフレームなど「化石」で発展してきた経緯がある。何十年以上も昔、コンピュータといえば化石しかなくて（それでも当時は最先端）、それを個人やそこいらの企業では相手にできないような大組織に対して導入してきた。プログラミングの手法やノウハウが十分存在しない時代だったけど、それでもやるしかなくて、幸いにも昔は今ほど不景気ではなかったし人材も豊富だったから人海戦術で何とかなった。

そうやってつくられた化石コードと化石システムは今なお動いているし、時代に合わせてそれなりに機能追加もある。大手 IT 企業は化石から離れることができない。現代が化石で食べていけるほど甘くない時代だとしても。

そもそも化石に詳しい化石人が現役引退や昇進などによりいなくなったということもあって、実は現状維持ですら大変である。たとえばレガシーで汚い膨大なソースコードを知る者は誰もいない。もちろんネットで調べても答えなど出ないし、IT界隈のコミュニティに頼ったところで知る者はやはりいない。どんなに時間がかかっても読んで、理解するしかない。どんなに時間がかかっても。

以上のような現実があるので、化石のお仕事に新人を割り当てることも普通にあるし、むしろそうなる確率が圧倒的に高い。

大手 IT 企業にとっての新人とは？

大手 IT 企業にとって新人とは「専門的な技能や経験は無いが、地力(頭の良さ、伸びしろ、根気など)はあるため近い将来使える戦力になる卵」である。

対人コミュニケーションには自信ありますという遊んでばっかのリア充も、OSS に Contribute してました大学はほとんどパソコンと向き合ってましたという趣味グラマも、同じ「新人」でしかない。

「新人」は技能も経験もないので、いきなり一人前の仕事を任されることはない。電話応対、飲み会の企画運営など雑用全般を任されつつ、簡単な仕事がアサインされる。

この簡単な仕事というのが曲者で、手順書にしたがって環境を整えるとかテストをするとか、そういう仕事だ。手順書を読める程度のIT知識があれば誰でもできる。でもボリュームは多いし、手順書は不完全で不正確だからわからないところが多々あって、忙しい先輩や上司に何度も相談しにいくことになる。言うなれば「属人性の高い単調な手作業仕事」とでも言えようか。

ITを知らない素人新人ならこれが仕事だと抵抗なく受け入れられるが、ITを知る新人だったら、これはとてつもない苦痛だろう。配属先が「モダンな開発」を行う部署であれば苦痛具合も軽減されるし、なんなら「君結構詳しいんだね。じゃあ早速本格的な仕事任せてみようかな」なんてこともありえる。化石部署だとそんなことはない。だって、仕事で扱ってるシステムは化石だからモダンなIT知識なんて役に立たないもの。

「新人」を脱した次にあるもの

この「新人」に、早くて数ヶ月、遅くて数年耐えると、次第に仕事を任せてもらえるようになる。設計やコーディングといった、エンジニアらしい仕事だ。といっても、配属先が化石部署であれば、当然扱うのも化石なわけで、いつまでたっても化石で苦しみ続けることになる。

一方で化石部署から異動し、「モダンな開発」を行う部署で働く者も存在する。これには色んなパターンがあるが、おおよそ以下のような状況が重なって異動するパターンが多い気がする。

大手 IT 企業も、実は生き残りをかけて新事業領域(モダンな技術や開発)に手を出している
新事業領域の仕事は慌ただしいし、大手 IT 企業時代がやたら改革やら何やらで頻繁に組織改変を行っていることもあって、結構異動が多い
一方、化石部署の新人に対し上司は「こいつ（今回の新人）全然使えねえ。これだから最近の若者は。もう要らんわ……ん、なになに、モダンな開発なら得意だし希望している、と。じゃあそっちへ行けばいいんじゃないの？」的な感想

さらに次にあるもの

ここからは大手 IT 企業のキャリアパスの話になる。

大手 IT 企業ではエンジニア→中間管理職(部長以下)→偉い人(部長より上) というキャリアパスがつくられている。特徴は

昇進すればするほど給料が増える
- ただし肩書きが変わらないと(例:エンジニア → 管理職)ほとんど増えない
昇進すればするほど現場作業が減り、管理業務(Excel, Powerpoint, Word あるいはレガシーな社内システムとのにらめっこ)が増える
- 今は人手不足なので現場作業を兼任することも多い
- つまり物理的な仕事量が多い。(主観だが、管理職で定時帰りしてる人なんてたぶん 1% もいない)

こんな感じ。

いつまでもエンジニアとして働いて、でも給料はそれなりにもらって、ということはありえない。成果を出せば昇進するし、昇進すればエンジニアから離れていく。成果を出さなければエンジニアとしていれるけど、いつまでたっても給料は増えない。大手だけあって新人時点での給料はそこそこ良いけれど、30代以上になってくるとそれでも苦しい(物欲無き健康的一人暮らしなら問題無いが、家族を養うつもりなら相当苦しい)し、そもそも無能な管理職に振り回されることに対して苛立つだろう。つまりエンジニアとして何十年も働き続けにくい。

「昇進するつもりだから問題無し」と考えている人も要注意である。というのも、大手 IT 企業は管理職で溢れかえっているからだ。新人が昇進するのは非常に難しい。昔は割と誰でもなれていたし、実際「こんな奴がなんで管理職になれてんだ？」っておっさんもたくさんいるけれど、今は違う。一握りの社畜（必死に仕事に食らいついてきた＆先輩や上司からのウケも良い）だけが昇進できる。たとえエンジニアとして優秀な仕事をし、正当な意見を主張してきたとしても、空気を読んでウケの良い社畜にならなければ昇進はできないのである。

普通のキャリアパスはクソだね、じゃあ研究所を志望しようっと

大手 IT 企業の研究所は非常に狭き門である。トラバ先でも言及されているが、博士課程を終えたようなガチさに加え、当然のことながら学歴も必要になってくる。実際、研究所の人間は英語を当たり前に読み書きできたり、分厚い技術書を躊躇なく読み込んだりするような変態であり、裏を返せばそれほどの実力と熱意がなければやっていけない世界というわけで。とにかく多少ITに覚えのある凡人が入れる場所ではない。

また、入社後に研究所に異動するケースもほとんど無い。一般部署の凡人をわざわざ引き入れる理由が無いからだ。

それでも大手 IT 企業を目指すワケ

ここまで色々書いたが、そもそもなぜ大手 IT 企業を目指すのか。それは以下のような理由や期待があるからではないか。

大手だから給料や福利厚生は良いよね
定年まで勤められるほど安定した世の中ではないけど、なんだかんだ大手だから安定してるよね
大手に勤めてるというステータスが欲しい。優越感に浸りたいし、人に自慢したい。
大手だからこそやりがいのあるモダンな仕事もあるはずだ（しサイトやパンフや説明会ではあったように見えた）

確かに上記のメリットはある。あるけれど、ここまで書いたように

モダンな仕事にありつける率が低い
- 数年耐えれば少しは率が高まるが、確実ではないしそもそも数年でも耐えるのは辛い
ずっとエンジニアとして働くには不向きのキャリアパス

といったこともあるわけで。

「モダンな仕事をバリバリしたいならベンチャー行け」という話もあるけれど、ベンチャーで通用するほどの人材ならそもそも大企業を選ぶことに悩みなどしないだろう。大企業を選ぶということは、実力なり待遇なり何かを求めているわけで、そうなってくると大企業以上に適切な選択肢は無い。でも、その大企業にも上記のデメリットがあるわけで。

結論

世の中は甘くないですね。

■地味に嬉しい出来事

以前 GitHub で contribute したことのある jQuery のプラグインが、とあるアニメの公式サイトで使われているのを発見してちょっと嬉しかった.

判明したきっかけは, 見逃し配信で公開されるはずの動画が再生エラーになっていて, 読み込み先の URL を更新し忘れているのかしら？と開発者ツールで調査してたから. (ちなみに iframe の読み込み先を手動で書き換えたら無事に今週分が観れた)

自分が作者だったらもっと嬉しかっただろうなー.

Funnily enough I have been searching free tools today and here are a few goodies I am happy to share with you and the group.

2. http://boardtracker.com/ - Searches posts on bullitin boards / forums for mentions of keywords / brand terms.

3. http://www.trendrr.com/ - enables you to track trends and provides some very valuable competitive analysis functionality.

4. http://user namecheck.com/ This tool is essential for brand name protection. It lets you search a wide range of social sites to see if anyone is using your brand term / name as their profile ID. If they are not then I would suggest you register your brand / business name even if you do not plan to use the site to protect your business from damage.
