The report canvasses the existing publicly available evidence of covert cyber-enabled influence operations originating from China to provide an assessment of the CCP’s evolving capabilities. We find that the CCP has developed a persistent capability to sustain coordinated networks of personas and that multiple Chinese government agencies probably conduct, in parallel if not collectively, covert influence operations on social media. Those operations have become more frequent, sophisticated, and effective in targeting democracies by disrupting domestic and foreign policies and decision-making processes.
As a case study, we reveal a previously unreported CCP cyber-enabled influence operation linked to the Spamouflage network, which Twitter and Meta attributed to the Chinese Government in 2019. This new iteration of the network is using inauthentic accounts on US-based and China-based social media platforms to spread unverified claims that the US is irresponsibly conducting cyber-espionage operations against China and other countries. Drawing on slip-ups like an open browser tab identifiable in an image accidentally tweeted by a Spamouflage-linked account, we believe the Chinese Government agencies conducting this influence operation named it ‘Operation Honey Badger.’

Under the guise of ‘guiding public opinion’, a policy concept that dates back to the aftermath of the Tiananmen Square Massacre, the Chinese Communist Party (CCP) justifies its manipulation of information to maintain social stability and political control over China. More recently, China’s authoritarian leader, Xi Jinping, has revived the Cultural Revolution-era term ‘public opinion struggle’ and declared social media ‘the main battlefield’ because of its ability to spread values and ideas—like human rights and democracy—that are perceived as threats to the party’s political legitimacy.

The report canvasses the existing publicly available evidence of covert cyber-enabled influence operations originating from China to provide an assessment of the CCP’s evolving capabilities. We find that the CCP has developed a persistent capability to sustain coordinated networks of personas and that multiple Chinese government agencies probably conduct, in parallel if not collectively, covert influence operations on social media. Those operations have become more frequent, sophisticated, and effective in targeting democracies by disrupting domestic and foreign policies and decision-making processes.

As a case study, we reveal a previously unreported CCP cyber-enabled influence operation linked to the Spamouflage network, which Twitter and Meta attributed to the Chinese Government in 2019. This new iteration of the network is using inauthentic accounts on US-based and China-based social media platforms to spread unverified claims that the US is irresponsibly conducting cyber-espionage operations against China and other countries. Drawing on slip-ups like an open browser tab identifiable in an image accidentally tweeted by a Spamouflage-linked account, we believe the Chinese Government agencies conducting this influence operation named it ‘Operation Honey Badger.’

定期的に迷惑メールが来るので、フィッシング詐欺に引っかからない自信はある。
まあ、ほとんどの人はそう思いながら詐欺に引っかかっている人が一定数いるのが現実だけど。
そんなバハマ……バカなと思うかもしれない(私も思っている)が、ネット上では個人情報だとかクレカ情報を入力してしまった、という体験談はちらほら見かける。
こういう書き出しだとこれから私が詐欺にあった内容を書きそうになるけど、実際はその逆で適当な情報を入力して遊んでみようとの試みである。
迷惑メールの内容を端的に説明するとAmazonを騙って「あなたではない他人が注文したので見覚えが無ければキャンセルしてください。」という感じ。
迷惑メールを見分ける方法はググれば山のようにあるので省略するが、簡単に見分けられる程度の内容だった。
不用意に迷惑メールの「注文をキャンセル」とここをクリックしてくださいと言わんばかりの部分を馬鹿正直にクリックすると本物そっくりのログインページが表示された。
面白いことにパスワードの入力部分が全角文字の入力に対応しており、とりあえず「天安門事件」と入力しておいた。
こういう詐欺は中国系が多い(偏見)ので、居酒屋でとりあえずビールを注文する感覚で天安門事件と入力するのである。(台湾や香港問題も有効と聞くがその辺りは有識者に問いたい)
当然ながら、本物のAmazonのサイトであればメアドやパスワードは全角を対応している訳がないし、適当な情報を入力したらログインできずに再入力を促されるが、偽サイトなので無事に(?)ログインできた。
「セキュリティ上の観点から本人確認のために個人情報を入力してください」と、それっぽい理由で名前や住所などの個人情報を入力させてくるが、明らかな偽サイトで入力する意味がないのは明白なので偽情報を入力する。
こういう時に環境依存文字だとか特殊なことをして相手の個人情報のデータベースを滅茶苦茶にできれば良いのだが、私にはそんな知識も技術力もないので物量作戦として大量の文字列を入力する暴挙に出た。
郵便番号のように字数が決まっているものについては入力制限があったが、住所については上限が無かったのでコピペしまくって無意味な文字を入力した。
おそらく数メガバイト分の文字を入力できたと思うが、ブラウザの方が若干だが重くなり、文字が表示されるのに時間がかかるようになってきたので、次のページへ移動した。
おそらくこれが本丸だと思うが適当な情報を入力して遊ぶので、当然のように存在しない情報を適当に打ち、一通り入力が完了して送信したら403エラー、つまりアク禁で見れなくなったのでゲームオーバー。
偽情報が原因なのか、元からエラーが出る仕様なのか分からないが、どちらにしても不用意に偽サイトにアクセスしない方が良いと思いました。(子供みたいな感想文)

オープンマインドだった 胡耀邦・趙紫陽の時代(藤村 幸義)2011年4月
最近の中国は経済発展こそ著しいが、自由闊達な雰囲気はあまり伝わってこない。それどころか政治の民主化は遅れ、メディアへの規制は強まるばかり。経済面では国有企業の勢力が再び増している。なにか時代に逆行している印象もある。
これまでの経済発展方式を転換すると言いながら、実際には大胆な改革に踏み切れずにいるのも歯がゆい。改革・開放政策に着手してから30年余り。中国はいまいちど、この政策に着手したころ、胡耀邦・趙紫陽がリーダーシップをとっていたころのオープンで溌剌とした雰囲気を思い起こす必要があるのではないか。
胡耀邦に初めて会ったのは、北京空港だった。筆者が特派員として北京に赴任してまもない1979年の半ばころだったと記憶している。すでに前年末の党中央委員会議で、中央政治局委員・党中央宣伝部長への就任が決まっていたが、我々外国人記者の前には姿を見せていなかった。
背が低くて頭は三分刈りくらい、なんとも貧相な男が、突然筆者の前に姿を現した。にこやかに笑っている。すぐに、これがあの胡耀邦だと分かった。つまり、筆者が復活後の胡耀邦の姿を見た最初の外国人記者だったのだ。気がついた他の記者たちが寄ってきて、たちまちのうちに人垣を作ってしまった。
その後はとんとん拍子で出世していく。1981年6月に華国鋒のあとを継いで党主席に就任した(1982年9月には党主席制の廃止に伴い、新しく導入された総書記に就任)。
筆者がその自由闊達な人柄に直接触れたのは、1984年6月、日本経済新聞社が人民日報との交流をスタートさせ、北京に取材代表団を送り込んだ時だった。人民大会堂で、胡耀邦と会見するチャンスを与えられた。初めて会った時の貧相な感じは消え、頭髪も長く伸ばし、威風堂々としていた。
中国首脳との会見では、相手側に一方的に喋りまくられ、こちらから質問するきっかけを作りにくいのが通例だった。しかし我々は違った。儀礼的なあいさつは最小限にとどめ、日本経済新聞社の初代北京支局長だった鮫島敬治氏と筆者がタッグを組んで、次々と質問を繰り出した。
これに胡耀邦も応えてくれた。会見は予定時間を大幅に超え、1時間半にも及んだ。「今後10年間に外国から500億ドルの外資を導入してもいい」と、手に持った鉛筆を振りかざしながら、対外開放に積極的な姿勢をアピールした。
このやりとりがよほど気に入ったらしい。最後に胡耀邦は、同席した人民日報の秦川社長の方を向いて、「ことし秋に人民日報と日本経済新聞が共催してシンポジウムを開くように」と指示したのだった。秦川社長も驚いた様子だったが、すぐに同意し、その場で日中経済シンポジウムの開催が決まってしまった。
かくて1984年11月に「中国の対外開放政策と日中の経済・技術協力」をテーマにした日中経済シンポジウムが北京で開催された。筆者は当時、国際部デスクだったが、数カ月ほどその仕事を離れ、シンポジウムの準備にかかりっきりになったのを覚えている。シンポジウムのパネリストには、いま日本航空再建に采配を振るっておられる稲盛和夫・京セラ社長(当時)にも加わってもらった。
シンポジウム終了後には、胡耀邦と再び会見できた。年に2回も会ったことになる。メディアが単独で年に2回も中国首脳と会えたというのは、異例中の異例だった。
胡耀邦はこの時、韓国との直接貿易について「南北交流の進展を見ながら」との条件付きながら開始を示唆した。いまや中韓の貿易は大きく発展しているが、当時としてはかなり大胆な発言だった。我々との2回目の会談に胡耀邦も気を許したのかもしれない。
胡耀邦は1987年1月に総書記を解任されるが、日中経済シンポジウムは継続され、1988年11月に北京で第3回目が開催される。この時に会見したのが、胡耀邦の後任として総書記に就任した趙紫陽だった。
趙紫陽も胡耀邦に負けず劣らず、あっけらかんとしていて、オープンマインドだった。ブルジョワ的との批判を恐れずに、いち早く背広を着こなし、ゴルフ場にも通った。
ある時、明の十三陵近くのゴルフ場で趙紫陽とばったり顔を合わせたことがある。アウトの3番か4番だったろうか、ゴルフ場スタッフが駆け込んできて、「中国の偉い人がプレーするので、ちょっと待っていてほしい」と要請された。しばらくすると、趙紫陽がパターを手にしてやってきた。せっかちな仕草で、最後までボールを沈めずに、次のホールへと移動していってしまった。
会見では終始、ハイテンションだった。すでにこの頃になると、批判勢力の攻撃にさらされ、趙紫陽の政治的立場はかなり苦しくなっていた。会見が始まって間もなく、趙紫陽は付き人にビールを持ってくるように要求した。外国人との会見で、中国首脳がビールを飲むというのは、おそらく前例のないことだろう。約1時間の会見中にコップ2杯を飲みほした。ビールに力を借りなければ、思い切ったことも言えなかったのであろうか。この会見の半年後に、趙紫陽も天安門事件にからんで失脚してしまう。
●改革に前向きだった両首脳
胡耀邦失脚の際に、日中経済シンポジウム開催を独断で決めてしまったことが失脚の一つの理由になった、との報道もあった。しかしその後もシンポジウムは隔年開催で続けられ、日中交流の促進に役割を果たした。
胡耀邦、趙紫陽ともに、中国の古くからの悪弊を取り除き、新しい枠組みを作り上げようと一生懸命だった。やや性急なところがあったにせよ、常に前向きの姿勢を失わなかった。
中国はいま、経済成長の維持、インフレ抑制、投資から消費中心への構造転換、という3つの難題に直面している。ところがこの3つの中で、どうしても優先しがちなのは、経済成長の維持である。国際金融危機に際しても4兆元という巨額の財政投入によって、成長率を維持しようとがむしゃらになった。
その結果、GDPが日本を抜いて世界第2位となるなど、世界から大いに注目を浴びたのだが、半面でその後遺症ともいえるインフレに手を焼いている。ましてや、投資から消費中心への構造転換になると、対策が後手に回りがちで、ほとんど効果をあげていない。胡耀邦や趙紫陽のあの改革へのチャレンジ精神をいまいちど、思い返すべきだろう。
特に胡耀邦は清廉潔白なことでも知られていた。昨年4月、人民日報は温家宝首相が執筆した、胡耀邦を評価する論文を掲載している。その中で温首相は、「70歳を過ぎた胡耀邦が、食事や睡眠の時間も惜しんで人々の暮らしぶりを知ろうと、対話などに努めた」と胡耀邦の地方視察に同行した時の思い出を披露している。暖房が効かない宿舎に泊まって風邪をひき、高熱を出したが、それでも仕事を続けたという。胡耀邦がいま存命ならば、腐敗・汚職が蔓延している最近の中国政治に何と言うだろうか。

⇒社会主義って怖いんだな、という理解。戦車の前に立ってる写真は後から知った。
⇒社会主義は終わったんだな、という理解。世界史とか地理とか結局マトモに勉強しなかったので、今でも当時の解像度のまま、なんで露宇が戦争してるのかよくわからない。
湾岸戦争(1991)
⇒油田放火もったいねー、海鳥かわいそう、くらいの印象しかない。当時からハイテク戦争と言われてて、ベトナム戦争やアフガニスタン紛争みたいな人道危機の報道は少なかったんじゃないかと思う。普通に人も死んでたはずだが・・・
阪神淡路大震災(1995)
⇒高速道路が倒壊してる絵面はショッキングだったが、いま振り返れば単に大都市で起きた大地震という以上の意味はなかったと思う。手抜き工事疑惑はあったけど、復興利権みたいな報道は記憶にない。

⇒犯罪どうこう以前に、ホーリーネームとかヘッドギアとか純粋に気持ち悪くて理解できなかった。カルトやべーな、という理解。
同時多発テロ(2001)
⇒その後、アメリカが大量破壊兵器の証拠とかナイラ証言とか捏造してイラクに侵攻してフセイン処刑してた。ブッシュやべーな、という理解。
⇒ひどすぎる、と思いはしたが、少なくとも今はもう拉致してないんだな、と安心もした。
ライブドア事件(2004)
⇒こんな若造でも金さえあればフジテレビ買えちゃうんだ、という発見と、出る杭は打たれるってマジなんだ、という理解。
オバマ大統領(2009)
⇒ブッシュから黒人大統領まで揺り戻した点にアメリカの強さを感じたが、当選後の印象は薄い。オバマケア? あとビンラディン殺害。
⇒当時勤めてた会社が潰れかけてて、リーマンショックの影響で業績悪いっすってみんな深刻そうに言ってた。もちろん全然関係ない。
福島第一原発事故(2011)
⇒日本は危機に弱い、という理解。その後のゴタゴタで、究極的には倫理/信念/信仰の欠如(保身と利益誘導以外の行動原理がない)、という理解。信仰とは必ずしも特定の宗教に帰依することを意味しないのだが、しかし日本社会には資本主義科学技術信仰への対立軸がなく漠然とした宗教への忌避感もあり・・・と、俺なりの総括を語ろうと思えば語れるんだが、このあたりはもう30がらみ、既に自己が確立してしまった後なので、あとはもう何を見ても偏見を補強していくばかりだし、ここから現在までの10年間のニュースもほとんど印象にない。あったねー、くらいの感じ。

振り返って思うに、転換点は1999年の東海村JCO臨界事故だったと思う。裏マニュアル作って核燃料をバケツで扱って臨界しちゃったアレ。日本は先進国で技術なら世界一とか、日本人は真面目で几帳面とか、そういう幻想が崩壊していく予兆を感じ取るべきポイントだったが、当時高校3年の俺にはそういった視点はなかった。作業員がチェレンコフ光を見て放射線障害で苦しみぬいて死んだことは印象に残ってるけれども、日本もうダメなのでは? みたいのは無かったし、世間の空気もそうではなかった。一部の不心得者による怠業、むしろ日本人の生真面目さが悪い方向に働いてしまった結果、みたいなことをみんな言ってた気がするけど、今振り返れば完全にズレてたな。80歳で死ぬとして残り40年、これからも重大事件は毎年起こるんだろうけど、俺はもう死ぬまで「人生観が変わるほどの衝撃」を受けることは無いんだろうと思うと、ちょっとさびしい。
