戦争する前から、勝ち負けがどれくらいの差があるかまで含めてわかるなら、負ける側が戦争する前から降伏するし、勝つ側も実際に戦争やったら貰える分以上には請求しない。
直近では、ロシアがウクライナぐらいすぐ取れるやろと評価を誤認したから戦争を始めちゃったし、ロシアすぐ引くやろと欧米が思ったからウクライナ全力援護のあと現在の泥沼になってる。
