■どこに核落とす？

核保有国が、核をどこに落とすのがよいか考えてみた。

核を落とす目的としては

1. 敵対者への直接的な攻撃を行い、敵の戦争継続能力を奪う。

2. 示威行為として

の二つがあると思う。

WW2の際の広島・長崎への原爆の投下は、日本へのダメージを与えるだけではなく、戦後体制へ向けた他の主要国へのアピールでもあり、上記の二つを満たしていた。

ということで、上記の二つを満たすような対象を探す。

さて、追加で考えるべきことは、可能な限り自国が核報復を受けないようにすることだろう。

攻撃対象として核を持つ国を選択した場合、余すところなく相手を蒸発させるのでなければ高確率で報復が想定される。

なので対象は非核保有国がいいだろう。

ただ、非核保有国を核攻撃した場合、その同盟国や核保有国による報復を招くことももちろん可能性としてある。

そこで「誰が撃ったのかわからない核攻撃」を演出することで、報復の可能性をさらに下げることを考える。

もちろん、世界情勢から誰しもが「撃ったのはあの国だ」と思うとしても、「落としたのは別のあの国だ」と言い張れればよい。

そうして多少なりともその意見に同調する意見を生み出せれば、他国のために核を使おうという意見をかなり減らすことができるだろう。

以上より次の条件で国を抽出してみる。

・2か国以上の核保有国と(陸上・海上)国境を接する国（本当は"近い国"で抽出したかったのだが、面倒なので簡略化。問題もある。後述）

・核保有国か核戦力共有を行っている国でない。

すると下記の21ヶ国が該当する。（それぞれGDP順）

3ヶ国と接する

• Norway

2ヶ国と接する

• Japan
• Spain
• Egypt
• Colombia
• New Zealand
• Kazakhstan
• Cuba
• Dominican Republic
• Myanmar
• Venezuela
• Nepal
• Honduras
• Haiti
• Afghanistan

• Mongolia
• Bahamas
• Maldives
• Bhutan

ノルウェーと同じく三ヶ国と接していそうな韓国が入っていないのは、中国ともロシアとも国境は接していなかったから。

近い国で抽出しなかったので同じような抜けが他にもあるかもしれない。

（国境が接していない国の間でも領有権問題があるのは寡聞にして知らなかった）

さらにここから、

・人口や経済の都市部集中度合い（一度に可能な限り大きい打撃を与える）

・攻撃後の汚染の広がりが自国に及ばない

・核保有国との同盟関係

などの要素を加味してランキングを決めたいが、面倒なのでこれも略。

ざっくりGDP順をそのまま採用して、

(-位 韓国: 3ヶ国)

1位 ノルウェー: 3ヶ国

2位 日本: 2ヶ国

3位 スペイン: 2ヶ国

の3+1ヶ国あたりが攻撃対象として良さそう。

■アフガニスタンの話

アフガニスタンというと、日本では人道的支援やODA（政府開発援助）の話が中心で、最近の情勢がどうなっているかという報道がほとんどない。なのでちょっと書いてみたい。

もうずいぶん昔の話だが、2001年9月11日にニューヨークの同時多発テロがあった直後、アメリカはアフガニスタンに侵攻してタリバンをパキスタンに追いやったのだった。

タリバンとはパキスタンのマドラサ（イスラムの学校）発の運動で、1990年代末にはアフガニスタンを掌握していた。

なぜアメリカがタリバンと戦ったかというと、アルカーイダ（同時多発テロを主導）の中心人物だったウサーマ・ビン・ラディン（2011年にパキスタンで殺害）を、タリバンがかくまっていたからだった。当時のブッシュ政権はテロとの戦い（The War on Terror）を標ぼうして、それに参加しない国は敵として侵攻もやむなしという国防戦略をとっていた。NATOの加盟国から軍隊がアフガニスタンに行ってタリバンと戦争をしていた。

それから19年経ってどうなったか。

タリバンは滅びていない。それどころかアフガニスタン国内で着実に支配を拡げつつある。一方、アメリカを中心とするNATO軍は今年（2021年）の5月までに完全撤退を目指している。（日本ではあまり報道されないだけで、）この間ずっと戦争は続いていた。

アメリカにとってアフガニスタンでの戦争は史上最長の戦争になったが、負けたという見方が強まっている。戦費の負担はアメリカにとってずっと重荷だった。オバマ大統領は2014年に多くのアメリカ軍を撤退させたが、完全撤退にはならなかった。アフガニスタン軍を育てて、アフガニスタン人に自分たちでタリバンと戦ってもらおうというもくろみだったのだが、これはあまりうまく行っていない。毎年アメリカがアフガニスタン軍の費用の4分の3（50億ドルぐらい）を注ぎ込んでやらないと戦えないからだ。

トランプ大統領は去年の2月末にタリバンとの和平交渉をまとめたことになっている。ことになっている、というのは、その内容がかなり怪しいからだ。アフガニスタンの国土をアメリカとその同盟国(allies)の安全を脅かす活動に使わないこと、タリバンと現アフガニスタン政府が和平交渉を行うこと、をタリバンに誓約させるかわりに、アメリカは今後一切アフガニスタンの国内問題に介入しないこととしている。

これは実質的に逃げを打っているのであって、NATO軍が去った後、これまでの努力は水泡に帰してタリバンがアフガニスタンを支配するのではないかという見方が強まっている。

アメリカとタリバンがまとめた合意にしたがって、去年の秋からカタールのドーハでアフガニスタン政府ととタリバンの和平交渉が続いていた。⁠今月の5日からこの交渉は再開する予定だ。

2001年末にパキスタンへ逃げた当時のタリバンは完全に弱体化していたが、パキスタンやイランの支援のおかげで今はプロの軍事組織に成長していて、最近の構成員は6万人くらいいるといわれている。

和平交渉を行っている間も休戦にはならず、タリバンはアフガニスタン国内で毎日のように人を殺しまくっている。以前は政府や軍の高官をターゲットにしていたが、最近では一般人（女性の活動家を含む）を中心に襲っている。タリバンが政権中枢で力を持ったときに歯向かいそうな人間をあらかじめ殺しているといわれている。

タリバンはイスラム法の厳格な運用を目指している。現在タリバンが実効支配している地域ではだれもタリバンに文句を言えないそうだ。

女性は基本的に家を出ることはできず、外出の必要があれば親族の男性が付き添わなくてはいけない。もちろん学校に行くこともできない。

現在の政権下では女性の社会進出が進んで、労働人口の5分の1が女性になったらしい。タリバンが政権を取ればすべてが昔に逆戻りになるのでアフガニスタンの女性は脅威を感じているそうだ。

だがこの数年で現政権は交渉力をかなり失い、タリバンは力を伸ばしている。

今月再開される交渉の結果、タリバンがアフガニスタンのあり方を大きく変えるか、交渉決裂で内戦が起こる可能性がまことしやかに議論されている。

日本はこれまで開発援助でアフガニスタンを支援してきた。これは基本的に親米の現アフガニスタン政府とのつきあいだ。テロとの戦いでは基本的にアメリカに同調してきた。だが今回のアフガニスタン和平交渉の結果、タリバンのメンバーが政権中枢に入ることになれば、これまで実質的に「テロリスト」扱いしてきたタリバンを相手に日本国民の税金を原資とした開発援助が使われるという事態にもなりうる。

ちなみに、アメリカがタリバンと締結した合意では、アメリカの「同盟国」がどの国かは具体的に書いていない。これは安保条約の適用対象で日本も含まれるのかどうかはよくわからない。そうだろうと日本人が勝手に思っているだけの可能性もある。

In 2001 Kofi Annan received the Nobel Prize in conjunction with the United Nations.

The focus of his speech was global inequality.

"Ladies and gentlemen,

Today in Afghanistan a girl will be born.

Her mother will hold her, feed her and comfort her and care for her just as any mother would anywhere else in the world.

In those most basic acts of human nature, humanity knows no divisions.

But to be born a girl in Afghanistan today, is to begin life centuries away from the prosperity that one small part of humanity has achieved.

Even thought her mother would do all in her power, to protect her and sustain her.

There is a one in four risk that the girl will not live to see her fifth birthday.

Whether she does is just one of the tests of our common humanity of our belief in our individual responsibility for our fellow men and women.

But it is the only test that matters.

Remember this girl then our large aims to fight poverty, prevent conflict or cure disease will nothing distant or impossible.

Indeed those aims would seem very near and very achievable as they should.

Because beneath the surface of stats and nations, ideas and language lies the fate of individual human beings in need.

Answering their needs will be the mission of the United Nations in the century to come.

Hydrogen peroxide and acetone are used to make triacetone triperoxide, or TATP, a powerful explosive with the consistency of granulated sugar used by operatives in their attacks against Paris and Brussels. The bombers who killed 52 in London in 2005 used it, and al Qaeda operative Richard Reid stuffed it in his shoes in a failed attempt to bring down an airliner flying from the U.K. to the U.S. in 2001.

Ehud Keinan, an Israeli chemist and one of the world’s leading authorities on TATP, said the explosive can be made with minimal technical skill and household equipment. “You can start in the evening, and in the morning it will be ready,” Mr. Keinan said.

The EU’s regulatory system, among the strictest in the world, depends on businesses reporting suspicious transactions of hydrogen peroxide, acetone and a number of other chemicals to the police. Businesses are urged to look for a number of red flags, such as if the customer’s use for the chemical is unclear or the purchase is made using large amounts of cash. The rules also ban consumers from owning seven potentially dangerous chemical solutions, including hydrogen peroxide solution, in concentrations higher than 12%.

But the fact that the chemicals have so many commercial applications—from disinfecting pools to removing nail polish—makes identifying suspicious transactions challenging. Authorities and experts say the huge quantity of legitimate trade of such widely-used chemicals means finding suspicious transactions is effectively like picking a needle out of a haystack.

“It’s a very difficult area because there are thousands of legitimate uses for these substances,” said Peter Newport, chief executive of the Chemical Business Association, which represents U.K. chemical distributors.

Some officials have also expressed worries that not all of the 28 EU governments have swiftly implemented the regulations, failing, for example, to create a contact point in law enforcement that would investigate suspicious transactions.

It remains unclear how the Islamic State operatives obtained the chemicals. An official with the Belgian Association of Chemical Distributors wasn’t aware of any suspicious transactions reported to the police in recent months. A Belgian police spokesman declined to comment.

The monitoring program used by customs agencies, called Global Shield, was sought by U.S. authorities seeking to stop the flow of bomb-making chemicals into Afghanistan, where insurgents used them to build bombs that were killing U.S. troops. These chemicals were mainly ammonium-nitrate fertilizer or potassium chlorate shipped from China for use in Pakistan’s match industry and then smuggled across the border.

Now shipments of these chemicals crisscrossing the globe are monitored through a system maintained at the World Customs Organization in Brussels. Customs agencies are supposed to warn each other about suspicious shipments, using some of the same criteria identified in the European regulations.

TATP poses a particularly serious threat to aviation, says Mr. Keinan. The chemical isn’t detectable, he says, by the machines installed at many airports, which are able to uncover more common, nitrogen-based explosives such as TNT. Dogs can also be trained to detect the material.
