ともかく1年前、私たち楽観主義者は、現実に比べてデータが悪い数値を示している口実を探していました。いまはその逆です。悲観主義者たちが、データは誤った印象を与えていると主張しようとしています。ですが、その主張を通すのはどんどん難しくなっています。

もちろん彼らの行動は経済に大きな影響を及ぼします。けれども「市場の彼らに対する信頼性が鍵を握る」とする信念は、彼らが思う以上に正当化できないものです。もし、あなたが中央銀行の総裁なら、あなたの一語一句に注目する金融関係者と一日中、話すことになるでしょう。けれども価格や賃金を決めるのはウォールストリートでも、ロンドンのシティでもフランクフルトでもありません。その意味でも、中央銀行の信頼性がどれほど重要かは、私には確信が持てません。
——彼らが、何百万件もの住宅ローンに影響が及ぶ金利を設定しても?
変動金利型住宅ローンの問題は、欧州では一種の歴史的なアクシデントなのではないかと思います。米国の住宅ローンの大半が15年か20年の固定金利である事実は、(金利の変化の)間接的な影響を防ぐのに役立っています。
——日欧米の中央銀行の総裁たちはポルトガルのシトラで開催されたフォーラムで、賃金上昇について警告しました。企業利益をめぐって何が起きているのでしょう。
「企業利益」のほうが「賃金」より伸びています。このため「賃金上昇」がインフレを直接牽引しているわけではありません。「企業利益」と「賃金」の伸び率の差のすべてではないにしろ、その一部は、市場支配力による搾取を反映しています。この状況を生み出した要因の1つは「強欲」でしょう。でも主な要因ではないと思います。
また賃金があまりに急速に上昇している場合、インフレを抑制することはできません。このような場合、欧州中央銀行(ECB)のラガルド総裁が賃金に注目するのは正しいと思います。賃金は、経済の過熱具合を監視する1つの指標だからです。そして賃金の急上昇は、ユーロ圏の経済が依然として過熱していることを示しています。
——国際的な機関は各国政府にインセンティブの廃止を呼びかけています。財政面ではどうすべきなのでしょう。
欧州の状況についてはわかりませんが、米国では、インセンティブは事実上すべて廃止されました。別の時代の、別の政治状況下であれば、いまこそ一時的な増税で需要を抑制するときでしょう。でもそのようなことは、起きません。
——増税ですか?
はい。米国では1967年と1968年にそのような増税が実施されました。リンドン・ジョンソン大統領が、インフレを抑える目的で一時的に所得税を上げました。いまでは考えられないことです。
——スペインでは7月の総選挙の際に、右派が減税を訴えていました。
そうですね、低税率は長期的には経済成長を刺激するという偉大なる“ゾンビ的思考”が存在します。欧州のすべての国は、米国よりずっと手厚い社会的セーフティーネットを備えています。これは概して良いことです。そうしたセーフティーネットが働く意欲を削いでいるようなことはありません。就労率は現在、高いですからね。
では現実的に見て、財政縮小はどうすれば実現するのかというと、支出はたいてい良いことのために使われています。増税は政治的にほとんど不可能です。ですから当面の間、すべては金融政策にかかっています。
——1970年代の世界的なインフレの危機のあと、米国では調整がおこなわれました。今回も同様の流れとなるのでしょうか。
米国のインフレ率は約9%から3%まで下がったものの、失業率はまったく上昇していません。ですから70年代のインフレのときとはぜんぜん違います。このため、このまま何もせずに乗り切れるのではないかと私は結構、楽観しています。この度のインフレを70年代のそれと重ねるのは無理があります。
いいえ、実際には米国ではその逆のことが起きました。インフレは貧しい人たちにより深刻な打撃を与えると誰もが考えるものです。でも実際には米国では、高所得者層より低所得者層の賃金の伸び率のほうが大幅に大きい状況が見られました。このため米国ではコロナ禍で格差がかなり縮小しました。1980年代以降、広がった賃金格差の4分の1くらいを回復できました。これは相当です。インフレ率を超える収入の伸びを経験したのは実際、賃金が最も低い労働者たちでした。
——でもスーパーで物価の上昇を一番、実感するのは低所得者では?
確かに、そうです。けれども、それはインフレが、食品価格やエネルギー価格に大きく反映される間のことです。食品もエネルギーも家計に占める割合が大きな品目ですからね。このため食品価格やエネルギー価格の上昇によるインフレが起きている場合、格差は拡大します。けれどもエネルギー価格は現在、ぐんと下がっています。また食品価格も米国では下がっています。
——人々は常に「問題は経済だよ」と言ってきました。でもスペインでは経済活動は活発化しており、雇用も増加していて、インフレ率も2%未満です。にもかかわらず、5月末の統一地方選挙で有権者は与党を評価しませんでした。私たちはいま、経済が最大の関心ごとではない、別の方向に向かっているのでしょうか。

分かりやすく要約(という名の思想偏り意訳)したものばかり摂取して、善悪の判断能力すら他人の思うままに操作される。
最近のメディアなんか特に酷くて、タイトル詐欺の記事ばかりバズる。
それらの記事をどこが出してるか知らないのか、信ぴょう性もクソもない夕刊フジの記事がまあバズるバズる。
それでまたデマ・情報操作を真に受けた教養のない人間が支持率を下げる。
支持率が下がった報道で「やっぱり現政権ダメなんだ」って認識するループ(実際ダメなとこはある)。岸田総理が辞任して新しい人が就任しても同じことの繰り返しなのは目に見えている。
そうして負の感情を利用してくる世代の背中を見て育つから被害者意識だけは強くて、自分を守ってくれる、正当化してくれる意見にしか耳を傾けないし、
老人は若者のために道を開けろとかいう、一見私たちに寄り添って見えるような意見に脳死でソウダソウダって賛同して、老人への私怨晴らしとして利用されている事にも気づけない。搾取されてばかり。
勿論老害は存在するし、ただの老人でも身体機能の衰えで若者にとって迷惑がかかる事も山ほどある。
でもすべての人間が老いていくこと、自分たちもそうなる可能性について指摘されるとすぐ「私はそうなる前に死ぬから」って逃げる。そう思い込む事で正当化しようとする。
SNSも人間も好きだけど、事ある毎に人間が心底嫌いになっていく。何でそんな簡単なことも分からないんだ、現実と思想の区別がつけられないんだって、自分を棚に上げたモラハラみたいな気持ちが湧いてくる。
本当に、自分を含むこの世代は投資・期待されるような価値があるのか?こんな非力な世代に。
自分は別に自民党支持者でも、故安倍さんの支持者でもない。ただ見ていた一国民の気持ちとして、よくやってくれてた方だなぁとは思っている。
だから、3日前にあべ晋三チャンネルに投稿された若い世代へのメッセージを見て、申し訳なさと無力さでなんだか辛くなった。
色々恨みつらみを買っていた方だけど、大変な思いをして日本のために働いてくれた方に応援されるほど、自分たちが価値のある世代だと思えない。何も期待ができない。

The report canvasses the existing publicly available evidence of covert cyber-enabled influence operations originating from China to provide an assessment of the CCP’s evolving capabilities. We find that the CCP has developed a persistent capability to sustain coordinated networks of personas and that multiple Chinese government agencies probably conduct, in parallel if not collectively, covert influence operations on social media. Those operations have become more frequent, sophisticated, and effective in targeting democracies by disrupting domestic and foreign policies and decision-making processes.
As a case study, we reveal a previously unreported CCP cyber-enabled influence operation linked to the Spamouflage network, which Twitter and Meta attributed to the Chinese Government in 2019. This new iteration of the network is using inauthentic accounts on US-based and China-based social media platforms to spread unverified claims that the US is irresponsibly conducting cyber-espionage operations against China and other countries. The report canvasses the existing publicly available evidence of covert cyber-enabled influence operations originating from China to provide an assessment of the CCP’s evolving capabilities. We find that the CCP has developed a persistent capability to sustain coordinated networks of personas and that multiple Chinese government agencies probably conduct, in parallel if not collectively, covert influence operations on social media. Those operations have become more frequent, sophisticated, and effective in targeting democracies by disrupting domestic and foreign policies and decision-making processes.
As a case study, we reveal a previously unreported CCP cyber-enabled influence operation linked to the Spamouflage network, which Twitter and Meta attributed to the Chinese Government in 2019. This new iteration of the network is using inauthentic accounts on US-based and China-based social media platforms to spread unverified claims that the US is irresponsibly conducting cyber-espionage operations against China and other countries. Drawing on slip-ups like an open browser tab identifiable in an image accidentally tweeted by a Spamouflage-linked account, we believe the Chinese Government agencies conducting this influence operation named it ‘Operation Honey Badger.’
