アメリカの不動産バブルで作られたプール付きの豪邸が並ぶgated townが、差し押さえを食らう人が増えてghost town化していると聞く。管理する人のいなくなったプールや雨どいに溜まった水から蚊が発生し、とんでもない状態になっているという話なのである。
ベトナムで枯葉剤を撒いたように殺虫剤を撒いてしまえというのは、幾らなんでもやりすぎであるし、かといって、一軒一軒、蚊の発生源を探して水を廃棄したり殺虫剤を投げ込むという作業をやるには、効率が悪すぎるし、殺虫剤をばらばらに撒いていたのでは、耐性をつけさせてしまうだけとなりかねない。
事業用物件であれば、立地と家賃次第で幾らでも借り手が出てくるが、居住用不動産の場合、基本的に需要は人口や世帯の増加分だけである。破産した人から住居を取り上げるというのは、契約を履行できなくなった以上、必然ではあるが、そうやって取り上げた物件を、有期賃貸として、それまでそこに住んでいた人に貸し付けるというやり方ができないという点が、問題をややこしくしてしまっている。
それらの不動産の所有者は、HELOC(Home Equity Line of Credit)をつかって、評価額が上昇した分だけ担保価値が上昇したとみなして、借り入れを増やしていた為である。この借り入れは、住宅ローンを出している金融機関から、追加融資として、いわゆるサブプライムローン枠が適用され、高金利の借金になっている。もちろん、保有資産価値が上昇した事から、クレジットカードの利用限度額も引き上げられ、より旺盛な消費生活を行えるようになっていた。
それらの水脹れした借金が、不動産バブルの崩壊により、景気の悪化から解雇されて無職になった人々に襲い掛かった。不動産の価値が下落したので担保割れになったので追加担保を入れるか、一括返済するか、破産して債務を整理するかという選択を強いられる事になったのである。追加担保を差し入れる事ができるわけが無いし、解雇されて無職になっているのだから一括返済も無理、となれば、自己破産して債務を整理するしかなくなる。
解雇されて無職になっている事から、住宅を貸与する契約が、結べないのである。
かくして、住人の居ない家が増え、そういった家があちこちにある住宅街の資産価値は暴落し、持ちこたえていた人まで、家を手放さなければならなくなる。Ghost townが出来上がるのである。
と、キーボードの上に、蚊が落ちてきた。蚊さえ落としてしまえば、mosquito coilを燃やし続ける必要は無いのであった。
差し押さえた物件が荒れ果てないように、管理人を雇って住まわせるという、間抜けな話も流れてきている。二度と同じようなバブルが発生しないように、ある程度の規制は必要であるのだが、借金漬けの暮らしを改めるという方向に人民を導くには、どんな規制が有効なのであろうか。
全ての金融機関の信用情報を統合して、年収の一定割合までしか借金できないようにするというプランは、家屋の購入ローンのような高額のローンをどうするのかという問題が発生するし、年収の減少が発生した時に、その情報をいち早く掴んだ所が債権の回収に動くと、それ以外の所が一方的に損失を被る事になる。サラリーマン相手にローンを貸し付ける商売は、給与振込みを請け負った所以外は、一銭も出せないという話になりかねない。
