トルコによるロシア軍機撃墜 - 分かっていること

ウラジミール・プーチン・ロシア大統領はシリア・トルコ国境地帯でのロシア軍機を撃墜したトルコを非難した

ロシア政府が9月にバッシャール・アル・アサド大統領の敵対勢力に対する空爆を始めて以来、ロシア機がシリアで撃墜されたのはこれが最初である。

何が起きたのか？

ロシア・トルコの双方とも、トルコ=シリア国境地帯で、トルコ軍のF-16によって、11月24日にロシアのSu-24(全天候型攻撃機)が撃墜されたと述べている。

ウラジミール・プーチン・ロシア大統領は、空対空ミサイルを発射された時、航空機(2人乗)が高度6,000m(19,685フィート)で飛行していたと述べた。

シリア政府軍と反体制勢力が戦闘中シリアのラタキア県の山岳地帯、Jabal Turkmenに航空機は墜落した。

なぜ撃墜されたのか？

トルコの国連代表Halit Cevikは国連安全保障理事会への書簡（http://www.scribd.com/doc/291002800/Turkey-Letter-to-UNSC-on-Shooting-Down-SU-24-Plane-Nov-24-2015）に次のように記している。

ハタイ県のYayladagi市付近のトルコ領空に2機の国籍不明機が接近した。不明機に対し、「緊急」チャンネル経由で5分間に10回以上の警告を行い、進路変更を行うように求めた。

2機は警告を無視し、現地時間09:24:05(世界標準時07:24:05)から17秒間、トルコ領空に2.19km(1.36マイル)および1.85km(1.15マイル)侵入した。

「領空侵犯後、1機目はトルコ領空を出た。2機目は、該当空域の戦闘哨戒任務にあたっていたトルコ軍のF-16戦闘機に領空内で攻撃され、国境地帯のシリア側に墜落した」

また、トルコ軍はロシア機をレーダーで捕捉した航跡図とするものを公表して、トルコ最南部の突出部を横切っていることを示した

しかし、プーチン大統領は、攻撃を受けたとき、Su-24はトルコとの国境から1km(0.6マイル)離れたシリア領内にいて、墜落地は国境から4km離れているとも付け加えた。

ロシア国防省は、撃墜された航空機は、任務中、国境のシリア側に留まっており、トルコ領空を侵犯しておらず、警告も受けていないと強調した。

乗員に何が起きたのか？

トルコのメディアによって公表された動画では、炎上する機体が急速に墜落するとともに、Su-24乗員2名(パイロットと航法士官)が脱出する様子が含まれていた。

トルコによれば、シリアのトルクメン人の居住地域は過去数週間、ロシア軍機によって爆撃されていた。トルクメン人で構成されていた現地の反政府軍は、脱出した乗員がシリア政府支配地域にパラシュートで降下しようとしているので、発砲した。

乗員の一人は着地した時点で既に死んでいた、と反政府軍は述べている。

ネットで公開された動画では、地面に横たわる動かないパイロットスーツ姿の男性を、数人の兵士が取り囲んでいる様子が含まれている。

翌日、ロシアは戦死したのはパイロットのOleg Peshkov中佐だと確認した。

一方、航法士官のKonstantin Murakhtin大尉は、シリア政府軍によって救出され、ラタキア県のロシアが使用するHumaymim空軍基地へと移送された。

救出作戦中、Mi-8ヘリコプターで移動中に攻撃を受け、ロシア海軍歩兵のAleksandr Pozynichは戦死した。

なぜロシア機はそこにいたのか？

ロシアはシリア内戦の直接関与している国のひとつである。2011年3月に始まった内戦では、25万人以上の死者が出ている。

ロシア政府はアサド大統領を支持しており、アサド政権を維持するために空爆を行なっている。ロシア政府は「テロリスト」だけを標的にしていると言う。特にジハード主義者のIS戦闘員を念頭に置いていると。しかし実際には、西側に支援された反政府軍を攻撃するのがロシア軍の主任務になっている。

一方、シリアの反政府軍は、アサド大統領に敵対するトルコの支援を受けている。

トルコ政府は、米軍主導の有志国連合がISへの攻撃を行うために、自国内の空軍基地の使用も認めている。

ロシアはどう反応したか？

プーチン大統領は、撃墜されたSu-24は「脅威ではなかった」と主張するとともに、火曜の出来事は「重大な影響」をトルコにもたらすだろうと警告した。

また、該当機はラタキアでISを「予防するための攻撃」に参加していたとした。

さらに、ISの支配地域から大量の石油がトルコに運び込まれ、それがISの重要な資金源になっていることをロシアは確信しているとも述べた。

「これはテロリストの共犯者による裏切り行為だった」とプーチン大統領は述べた。

確かに、トルコの方針はシリアの反政府軍に参加する兵士と武器の領内通過を認めており、その行き先にはIS支配地域も含まれる。しかし、当局者はISを支援するものではないとしている（動画リンク：https://www.youtube.com/watch?v=iAcqY0UJvEY）

NATOはトルコを支持しているか？

NATO加盟国がロシアもしくはソ連機を撃墜したのは、1950年代以来である。

NATOの意志決定機関である北大西洋条約機構理事会が緊急開催された。その後、事務総長イェンス・ストルテンベルグは次のように宣言した

「我々はトルコと一致団結しており、その領域保全はNATOによって支援される」
