第3回 さくらインターネットのスタンダードプランの環境にnpmをインストールする
第2回が頓挫したので、その原因を取り除くためにnpmとやらをインストールする。
参考文献を元に進める。
まず新しいバージョンのOpenSSLをコンパイルするらしい。あと新しいバージョンを使うにはPythonも必要らしい。
openssl version OpenSSL 1.1.1k-freebsd 24 Aug 2021 python --version Python 3.8.12
いきなりnpm(⇔Node.js?)のコンパイルが行けそうな気がしたので、とりあえずやってみる。
参考にしたサイトにはOpenSSL云々に関することが書いてあるが、その辺は全部問題ないことを祈って、関連するオプションを全部取っ払う。

なぜ
この方を大雑把に「防災研究の第一人者」として、しかも御本人は「これから指摘することは、私の責任でもあります。」と述べているにもかかわらず見出しでは「初動に人災」「阪神の教訓ゼロ」とするのは、世論をミスリードしたい気持ちが見え見えで憤りを覚える。
記事を読んだとき、石川県の防災アドバイザーとしての自分自身の反省と読めたのでミスリードしているとは感じなかった。
室崎さん記事に対する一連の批判は、発災直後からの報道が、今回の地震津波の被害を想定外だとする世間の印象を色濃く反映しているように思える。
blueboy まったくトンチンカンだな。問題は初動でミスったことじゃない。初動のミスのあとで修正できなかったことだ。大量の一般車両が交通を渋滞させたのだから、車両の選別をして、渋滞を解消するべき。今も。
初動というのは、実のところ、災害時の緊急対応計画にかかれた想定シナリオ以外に動くのは難しい。発災直後の行政の状況というのは情報洪水であり、いちいち判断をしている人的・時間的な余裕はない。だからこそ計画が重要なのであり、初動は行政各部署が被害想定を部署別のタスクとして平素からいかに予習しているかにかかっているのだ。
したがって交通渋滞という点での初動のミスは、交通規制が計画にかかれていなかったことなのであって、あとで修正できたかどうかはほんとリーダーの資質によるという話でしかない。室崎さんの指摘は、現場での判断ミスではなく、計画の欠如という点にフォーカスしているということはまず抑えておきたい。そのうえで室崎さんは前例にないことが起こってしまったことに対する対処の提言をいろいろしている、というふうにみるべきじゃないかと思う。
例えば奥能登へは入らないように、としたが、石川県全体に入らないように受け止められたのではなかったか、もっと良い周知の仕方はなかったが、など。
と増田がいうように、情報発信に問題があったという指摘は重要だ。
石川県は能登方面への不要不急の移動は控えてといっているし、個人からの支援物資は、受け付けないといっているし、不通や片交だらけの道路で緊急車両の邪魔になるとわかって、一般車両の通行禁止が始まった、みたいなニュースもみる。こんな形で「やれないこと」ばかりを伝え、やれることを伝えない報道の仕方も、一般人にはできることはない、というムードを作っていると思う。この点では室崎さんの指摘に同意せざるを得ないと思ってる。
その一方で、増田が以下にいうように

どう活動すればいいか、があまり報道されないし、情報提供もされていないのが現状でしょう。
待つことばかりが印象づけられ、実際にいち早く現地入りして活動しているNPOなどもいるのにあまり報道されない。
1日の発生以来、自分がかつて泊まった宿などが心配で、関心を強く持っている一部地域の宿やお店などのSNSをずっとチェックし続けていたのだが、
一週間くらいすると、XXNPOの支援を受けて頑張ってます！みたいな投稿がちらほらみられ始めた。
なかには、発災から驚くべき速さで準備を整え、現地入りし、ニーズ調査を開始、物資を届けているNPOもあった。世の中には山岳救助なみの準備が必要とされそうな事態でも迅速に駆けつけるNPOがいると知ったのは個人的には希望だった。実績の多い「震災がつなぐ全国ネットワーク」や「RSY」だ。また被災者SNSで偶然「MAKE HAPPY」という団体を初めて知ったが、世の中、いざ鎌倉みたいに駆け付けられる団体がけっこうあることを心強く思った。
これらの活動はたまたま能登半島の特定の被災者（以前、北陸旅行で宿泊したことのある宿や酒蔵）に関心をよせていたから知りえたのであって、報道だけをみていたらわからないことだった。能登町や穴水町などで数多くのNPO支援団体の活躍が聞かれる一方で、奥能登まではまだまだ悪路でごくわずかの団体しかいけていない、という具合に、どのあたりに今現状、支援が進んでいるか、全く進んでいないかのぼんやりとしたイメージがみえてくる。
苦しんでいる被災者を目の前にして、「道路が渋滞するから控えて」ではなく、「公の活動を補完するために万難を排して来て下さい」と言うべきでした。
という室崎さんの考えは、災害対応のコントロールという観点からは暴論にみえるかもしれないが、一理あると個人的には思っている。情緒的な言い方をすれば、公けではない活動による突破、ブレイクスルーの側面を信じているし、実際そのインパクトは無視できない。
いや、むしろ日本の防災の理念というのは、法律上も公けというのは、自助、共助を補完するものなので、公助が整うまで待てという理屈は実はいびつだ。
ただ、室崎さんが指摘している処方箋が筋が悪いという指摘も確かだ。例えば
どんな被災地にも、スタンドプレーのように目立とうとする迷惑なボランティアはいます。そういう人たちに向けて、ブレーキとしてのメッセージが必要なのは分かります。
しかし、今回は「控える」の一色になったことで、被災者にとても厳しい結果を招いたと思います。交通渋滞の問題ならば、例えば緊急援助の迷惑にならない道をボランティアラインとして示す方法もあったのではないか、と思います。
というとき、このボランティアラインというのが、どうにもその場の思いつきっぽく響いてくるのも確かだ。
かりにも室崎さんが防災アドバイザーであったのなら、すでに計画の中において方法論が確立され、いざというときに判断をしなくていいように、ボランティアのコントロールを行政のタスクとして、緊急対応計画のタイムスケジュール表に記載すべきだったと思う。それを例示としてしか示せないのは計画性の欠如だと思える。

室崎さんが、インタビュー記事の数日前、自身のSNSで以下のような提言をしているのは、まさにそういうところだ。
支援あるいは復興では、「残心補填」で先を見ながら必要な資源の事前確保をはかることがかかせません。救命救助のニーズが一段落した段階で、大量の消防隊が1週間後の今になって投入されているが、後手に回っている典型例です。今、何をしなければならないのか、3日後に何をしなければならないのかを考えて、必要な人材や資源を早めに送り込まなければなりません。孤立を解消する活動、震災関連死を防ぐ対応、瓦礫撤去整理の活動、被害事態を明らかにする活動、住宅再建に向けた判定と相談業務などが急がれます。
この段階で、「一般」の定義が上から目線でされているのが気になるのですが、「緊急部隊の邪魔になるので、一般支援者やボランティアお断り」というメッセージが、声高に叫ばれています。その結果として、劣悪な避難所の支援や隅々まで物資を届ける活動が疎かになり、再建や復興の相談に乗ることも疎かになっています。ようやく、昨日から自衛隊の食事の提供が始まりましたが、避難所のケアや被災者の相談を自衛隊や消防隊にしていただけるのならいいのですが、・・。
保健衛生、瓦礫撤去、物資配送、被災相談などの対応をはかるには、経験や技能を持った専門的ボランティアを積極的かつ戦略的に受け入れる必要があります。いまこそ緊急援助隊のみ優先の発想を切り替える必要があります。
この点では、初動の遅れ、というのは計画が必要なタスクを想定不足だった、ということだ。緊急対応計画の不備という問題に跳ね返ってくる。
室崎さんが阪神の教訓がゼロになった、と自省するとき、それは室崎さんが指摘する初動における情報収集体制のみならず、ボランティア活動のコントロールについて計画面での想定の甘さも検証される必要があるのだろうと思う。しかしながら、指摘されていることは至極真っ当なことだし、経験に裏打ちされたことばかりだ。

What you say is useless for English as a lingua franca.
People from various countries may pronounce English with accents which come from their own mother tongue, make English sentences obviously translated from other languages.
It's one of the reason why Japanese people "cannot" speak English that there are many Japanese people say "native speakers don't say it like that"
You need to work on expressing what you want to say. It takes training. I speak Japanese too so I can somewhat guess what you want to say but if you talked to someone with no experience with non-native speakers, you make no sense at all, you could even freak them out. Let me do it for you.
