↪︎The Bush administration is again committing a blunder in the Middle East by supporting the Israeli government in its refusal to recognise a Palestinian unity government that includes Hamas. This precludes any progress towards a peace settlement at a time when such progress could help avert conflagration in the greater Middle East.

The US and Israel seek to deal only with Mahmoud Abbas, Palestinian Authority president. They hope new elections would deny Hamas the majority it has in the Palestinian legislative council. This is a hopeless strategy, because Hamas would boycott early elections and, even if their outcome resulted in Hamas’s exclusion from the government, no peace agreement would hold without Hamas support.

Meanwhile, Saudi Arabia is pursing a different path. In a February summit in Mecca between Mr Abbas and the Hamas leader Khaled Mashaal, the Saudi government worked out an agreement between Hamas and Fatah, which have been clashing violently, to form a national unity government. Hamas agreed “to respect international resolutions and the agreements [with Israel] signed by the Palestinian Liberation Organisation”, including the Oslo accords. The Saudis view this accord as the prelude to the offer of a peace settlement with Israel, to be guaranteed by Saudi Arabia and other Arab countries. But no progress is possible as long as the Bush administration and Ehud Olmert’s Israeli government refuse to recognise a unity government that includes Hamas.

Many causes of the current impasse go back to the decision by Ariel Sharon, former Israeli prime minister, to withdraw from the Gaza Strip unilaterally, without negotiating with the then Fatah-controlled Palestinian Authority. This contributed to Hamas’s electoral victory. Then Israel, with strong US backing, refused to recognise the democratically elected Hamas government and withheld payment of the millions in taxes collected by the Israelis on its behalf. This caused economic hardship and undermined the government’s ability to function. But it did not reduce support for Hamas among Palestinians and it reinforced the position of Islamic and other extremists who oppose negotiations with Israel. The situation deteriorated to the point where Palestine no longer had an authority with which Israel could negotiate.

This is a blunder, because Hamas is not monolithic. Its inner structure is little known to outsiders but, according to some reports, it has a military wing, largely directed from Damascus and beholden to its Syrian and Iranian sponsors, and a political wing that is more responsive to the needs of the Palestinian population that elected it. If Israel had accepted the results of the election, that might have strengthened the more moderate political wing. Unfortunately, the ideology of the “war on terror” does not permit such subtle distinctions. Nevertheless, subsequent events provided some grounds for believing that Hamas has been divided between its different tendencies.

No sooner had Hamas agreed to enter into a government of national unity than the military wing engineered the kidnapping of an Israeli soldier, which prevented such a government from being formed by provoking a heavy-handed Israeli military response. Hizbollah used the opportunity to stage an incursion from Lebanon, kidnapping more Israeli soldiers. Despite a disproportionate response by Israel, Hizbollah stood its ground, gaining the admiration of the Arab masses, whether Sunni or Shia. It was this dangerous state of affairs – including the breakdown of government in Palestine and fighting between Fatah and Hamas – that prompted the Saudi initiative.

Defenders of the current policy argue that Israel cannot afford to negotiate from a position of weakness. But Israel’s position is unlikely to improve as long as it pursues its current course. Military escalation – not just an eye for an eye but roughly 10 Palestinian lives for every Israeli one – has reached its limit. After the Israeli Defence Force’s retaliation against Lebanon’s road system, airport and other infrastructure one must wonder what could be the next step. Iran poses a more potent danger to Israel than either Hamas or Hizbollah, which are Iran’s clients. There is growing danger of a regional conflagration in which Israel and the US could be on the losing side. With Hizbollah’s ability to withstand the Israeli onslaught and the rise of Iran as a prospective nuclear power, Israel’s existence is more seriously endangered than at any time since its birth.

Both Israel and the US seem frozen in their unwillingness to negotiate with a Palestinian Authority that includes Hamas. The sticking-point is Hamas’s unwillingness to recognise the existence of Israel, but that could be made a condition for an eventual settlement rather than a precondition for negotiations. Demonstrating military superiority is not sufficient as a policy for dealing with the Palestinian problem. There is now the chance of a political solution with Hamas brought on board by Saudi Arabia. It would be tragic to miss out on that prospect because the Bush administration is mired in the ideology of the war on terror.

■20代前半が紅白を見ながら思ったこと

ホッテントリに入っていた記事（https://news.yahoo.co.jp/byline/soichiromatsutani/20221231-00330955）とそれに対するブコメを読んで思ったことを書く。あくまで個人の感覚に過ぎず、先の記事のようなデータに基づいた分析ではない。

同じ年代の人5人で集まって紅白を見ていた。どの人もそれなりに音楽を聴く方の人だと思う。趣味でギターをやっていたり軽音に入っていたりした人たち。

俺は楽器とか弾けないけど、音楽は人並みより聴くという認識。参考までに、Spotifyが教えてくれた「去年のトップアーティスト」5つはmy little airport、中谷美紀、フィッシュマンズ、くるり、Nujabes。ああ、そういう系統か、と思ってもらえればよい。ただ音楽の趣味はみんなわりとバラバラ。さっきのSpotifyのリストは日本のアーティストが多いけど、もっと洋楽中心の人もK-POP中心の人もいると思う。

さてそんな面子で見たとき、別にいまの流行曲だからみんな知ってるとかはない。いまセットリスト（https://www.huffingtonpost.jp/entry/story_jp_63aa433fe4b0d6724fb7e745）を見ながら思い出しているけど、紅白を見ながらみんなが一部でも歌を口ずさんだりして盛り上がったのは、鈴木雅之、Perfume、ウタ（Ado）、Vaundy、あいみょん、藤井風、篠原涼子、ゆず、関ジャニ、KinKi Kids、石川さゆり、福山雅治とかか。

たとえばKing Gnuとか髭男とかSaucy Dogとか、アーティストは知っていても紅白で歌った曲まで知っているとは限らない。音楽が好きでも（あるいは音楽が好きだからこそ）そんなに熱心にバイラルチャートを追いかけていない人の方が多いと思う。

だから逆にみんながちゃんと知っている曲って夏色とか硝子の少年とかになるんだよな。歌手としての篠原涼子を知っているのは一部の世代では？　みたいな反応もあったけど、「恋しさとせつなさと心強さと」くらいは知ってる（ほかは全然知らんけど）。むしろ、わりと親世代が小室哲哉の影響にあって車とかで流してがちだと思う。Get Wildとかだってまだ流行ってるしな。

夏色、硝子の少年、桜坂あたりを「おっさんに媚びたラインナップ」とか言う人もいたけど、その世代の人がそう感じるのはそれで合ってるだろうけど、たぶんいまの20代もどれもかなり知ってるし、カラオケで歌っても全然大丈夫なレベル。下手な流行曲よりむしろ外さない。紅白出てないけど、丸ノ内サディスティックなんて必ず誰か歌うような感じ。

だから月並みなことを言うようだけど、音楽の聴き方が変わってみんなが知ってる流行曲というものが少なくなって（たとえばTikTokとかで流行ったりした曲は、TikTok見ない層にはまったくわからないし、アニメの主題歌とかはアニメ見なければ知らない）、90年代とか00年代の流行曲が、もちろんごく一部だろうけど、しぶとく生き残っているという話だと思う。

でもそれは20代だから、音楽の聴き方が変わったからというだけじゃなくて、別に40代でも50代でも自分が生まれる前かかなり幼い頃の流行曲を何曲も知っているはずで、後世においても愛唱される作品というのがどの時代にもあって、夏色とか硝子の少年とか桜坂はもうその域なので、別に必ずしもおっさんに媚びたラインナップでもなくて、むしろ万人向けに用意しているんじゃないかと思った。まとまらない話だけど。

ちなみにみんなが一番盛り上がったのは桑田佳祐バンド。最高にかっこよかった。

シーズンパス以前の全部入り。まあまあ遊びやすく難易度も低く楽しめた。しかしCiv4に帰る

In the early days of airmail flying, the mail pilots came to believe that their crash rate was unacceptable, even for people accustomed to danger. Finally, a group of them convinced the U.S. Air Mail Service that postal supervisors at the airports were ordering them aloft in bad storms and poor visibility. The solution? Not a new regulation spelling out what weather was safe and unsafe, but rather this simple order: if an outgoing pilot desired, his supervisor had to join him in the cockpit to fly a circuit around the airport before the pilot went off on his mail run. Quickly the supervisors’ tolerance for bad weather dropped.

上晝

香港で最後の夜は、一度夜中に目がさめるという自分にとっては日本でもお馴染みの睡眠だった。

昨日の広州行で程よく疲れたせいなのか、香港に慣れてきたからなのか。

慣れてきたとしても、今日が今回の香港旅行最後の日だ。

チェックアウトまで時間があるのでネイザンロード沿いの便利店でお土産いくつか買う。

レジでオクトパスカードを出すと

「唔収◯×・・・」

あ、使えないのか。今のはすぐにわかったぞ。

あんまり焦んなくなってきた。

しばらく散策していると、台湾でも見かけた誠品書店の広告が。

しめた。本が買える。住所を検索して向かった。

晏晝

海岸沿いにある香港の誠品書店は、台湾と同じく綺麗でセンスのいい内装だった。

複雑な本はわからないので、今回も料理本かな？

いくつか物色していると、グラフと表が描かれた本があった。

多分、ポップミュージックの音楽理論に関する本。

当然内容はわからない。でも妙に気になったので、買うことにした。

レジに持っていく。

「◯×◯×・・・」

「a,我係日本人」

「oh, do you have shop card?」

「none」

初めてストレートに意思疎通できた広東語が「私は日本人です」だとは。

教科書に載っているような表現でも意外に役に立つもんだ。

別のレジではショップバックの要無用についてジェスチャーで聞かれ、料理本も一緒に包んでもらった。

ホテルの部屋に戻ると、あれ、鍵が開かない。

「I can’t open dore at my room.」

「Check out time passed, you over time. check out time 12.」

しまった、2時と勘違いしてた。

そういやチェックインの時にヤケにゆっくりだなと思った。

鍵を開けてもらって、急いで荷物をまとめる。

ベッドにはメモを置いておいた。

「Thank you. I had a great time! 再見」

ベットメイクの人とすれ違う。

「I had a great time.」

笑顔。

エレベーターに駆け込んだ。

飛行場に向かうまで荷物を預かってもらう。

「Please keep my baggege.」

と言いながらメモを見せる。

「幫我在放我嘅行李到我去機場、可唔可以呀？」

にいちゃんはメモをじっと見ている。

あれ、怪しい広東語書いたかな？と思ったが、どうやら彼は広東語がわからないようだった。

そうか、「外国人がやる仕事」ってのも歴然とあるのか。

「When are you coming back?」

「7 O,clock. take care.」

途中、腹が減ると具合が悪くなりそうなので、飲茶する事に。

「一位、唔該」

拭いているテーブルを指さされ

「乜嘢茶？」

「普洱、唔該」

注文シートを書いて

「落單、唔該」

シートを渡す。

想定していた問答なのでスムーズにできた。

高速な香港時間でコミニュケーションできると気持ちがいい。

出てきたのは、

1.油で揚げたクレープのようなもの。オイリーでつけダレが美味い。

2.ガチョウが乗ったビーフン、スウィートチリソースつき。香港のガチョウは表面を甘いタレでコーティングしてカリッとローストする。

3.ツミレ。貝かなにかのつけダレは少しくさみがあり塩辛い。

それと普洱茶。

ちょっと多いかな、と思ったけど、スルスルと食べられた。

「理單、唔該」

「ツァッサップツァッ」

「？」

メモを見せられる。

あ、$77か。

ちょっと詰まってしまった。

お釣りは投げるように寄越されるが、気にしない。

ここは香港だからね。

下晝

飛行場に向かうにはまだ早い。

まだ行っていないところに行こう。MTRで深水埗へ。

香港人による日本紹介動画によれば、日暮里は日本の深水埗なのだという。

ということは、日暮里っぽいんだろう。

深水埗につくと、そこはたしかに今まで見ていたきれいなばかりの香港とちがって、露天などが立ち並ぶ下町風情だった。

でも日暮里よりはるかに賑やかだ、

日本人の印象である、カオスな看板風景の「古き良き香港」はここじゃないかな。

OK.次は今回一切足を踏み入れなかった香港島東側だ。

MTRを乗り継いで北角（ノースポイント）へ到着。

それにしても疲れてきた。

喫茶店で一息つこう。

喫茶店の冷房は香港っぽく引くほど強い。

「理單、唔該」

しまった、席に着くなり会計をお願いしてしまった。

気にせず注文を聞く先生。

「coffe, ice」

ドンッ！！しばらく待っていると景気良い音とともにコーヒーが現れた。

甘さが心地い。

でもちょっと寒い。ホットにすりゃよかった。

寒いしもう出るか。

「理單、唔該」

入店してから2回目の会計。

ただし実際に払ったのは1回。

「洗手間邊度㗎？」

店の奥を指差される。

みんな、香港に行く時にはこの言葉は覚えておくんだ、絶対使うし、発音が簡単だ。

トイレで用をたし、次の目的地、銅鑼湾（コーズウェイベイ）に向かった。

MTRで向かおうと思ったけど、ちょっと街を行き交うトラム、2階建の路面電車に乗ってみる事にした。

オクトパスカードで乗れるらしいし、大丈夫だろう。

トラムに乗り2階に座る。

都合のいい事に、行き先は銅鑼湾らしい。

ここままトラムで向かおう。

しばらくすると、高齢のご婦人が入ってきた。

「座ります？」あんまり考えずに日本語が出た。

ご婦人は、笑顔で手を振りつつ

「唔該晒」

いいのか。

上げ掛けた腰を下ろす。

と前の若い女性が立ち上がると、ご婦人はそこに座った。

広東語では「おねがいします」も「どうも」も「いいですよ」も「きにしないで」も「すいません」も「唔該」なんで、ちょっとややこしい。

銅鑼湾は新旧の香港が入り混じったような繁華街だ。

白人もよく見かけるし、雰囲気が西洋っぽい。

長身のイケメン2人組が風船を配っていた。

「Guy’s, I’m Foreigner. Can i take your photo?」

「Of course.」

「3,2,1, Shoot!」

「have a goot time ;)」

「Thank you!」

元同僚にみせよう。絶対イケメン好きだ（偏見）。

挨晩

予定より1時間ほど早いが、荷物を回収しよう。

ホテルに戻り「Mr,I want pick up my baggege.」

すぐに出てきた。

あれ、超重い。

これ持ってあの激混みのMTRに乗るのうんざりするなぁ。

というわけでタクシーを使う事にした。

「的士！」

「我想去機場」

通じない。

「Hong Kong Airport.」

タクシーは滑り出し、人が歩いている小道を縫って走る。

おい怖いな。

大道に出ると、別の方向性で怖かった。

単純にスピードが速い。

アジアのタクシーはこうだよね。

佐敦（ジョーダン）から香港国際空港までは$230と少し。

お釣りを渡される。

「For you.」

小銭を返した。

多分、香港で渡す最後のチップだ。

夜晩

チェックインまで時間があったので、この日誌を書いていると、携帯の電池が心もとない。

持ってきたモバイルバッテリーも閉店ガラガラ状態だ。

カウンターで尋ねる。

「I want carge Moba battery.」

「Phone?」

うなづく。

カウンターの裏側を指差された。

香港に来るまでは英語なんて全然ダメだと思っていたが、必要に迫られると喋れるものだ。

そうこうしているうちに帰りの便のチェックインが始まったので、済ませておこう。

チェックインを済ませたが、よくよく考えると、荷物重すぎないか？

重量チェックの前でキャッキャウフフしているGirlsに困った顔で「Pleeease ＞＜」

やっぱ明らかに重量オーバーだ。

もう一度チェックインカウンターに。

「I want store my baggege.」

香港ドルからの再両替をどうしようかと思っていたが、タクシーが結構でかく、手元には$55弱しか残っていなかった。

コーヒーとチョコレートブラウニーで小腹を満たして$45。

綺麗に使ったもんだ。

チョコレートブラウニーの甘さで結構喉が渇いたが、オクトパスカードがまだ残っている。

セブンイレブンで水を買う。

カードを見せようとするやいなや、レジの小太りのお兄ちゃんが読み取り機をバンバンと叩いて示した。

どこの国にも手際が良すぎてちょっとコミカルな人というのはいるものだ。

香港最速の決済だったかもしれない。

時刻は22：30。

ずいぶん早くチェックインをすませたために、ほとんど列に並ばなかった帰りの便のチェックインカウンターにも、人が集まって列をなしていた。

もう出国検査場に向かおう。

幼い時代の優しさとノスタルジーを追体験したような昨年の台湾旅行と違い、今回の香港・深圳・広州旅行はちょっとした冒険感のある、エキサイティングなものだった。

特に、南洋華人の明るさと激しさには、自分の中のエネルギーを叩き起こされたような気がした。

この4日でイミグレーションの通過は4度目、もう慣れたものだ。

検査員の男性にパスポートと出国カードを出し、検査は何のトラブルもなく完了した。

最後にこの広東語だけは伝えたい。

「Ser, i had a great time.我好鐘意香港。」

年配の検査員は一瞬ぽかんとした顔をしたが、まあ付け焼き刃の広東語が通じなかったのは仕方ないか。

深く気にせず手荷物検査に向かおうとすると、後ろから明るい声が響いた。

「Hey! Also hong kong into come back!」

親指をあげて答える。

「再見！」

Hydrogen peroxide and acetone are used to make triacetone triperoxide, or TATP, a powerful explosive with the consistency of granulated sugar used by operatives in their attacks against Paris and Brussels. The bombers who killed 52 in London in 2005 used it, and al Qaeda operative Richard Reid stuffed it in his shoes in a failed attempt to bring down an airliner flying from the U.K. to the U.S. in 2001.

Ehud Keinan, an Israeli chemist and one of the world’s leading authorities on TATP, said the explosive can be made with minimal technical skill and household equipment. “You can start in the evening, and in the morning it will be ready,” Mr. Keinan said.

The EU’s regulatory system, among the strictest in the world, depends on businesses reporting suspicious transactions of hydrogen peroxide, acetone and a number of other chemicals to the police. Businesses are urged to look for a number of red flags, such as if the customer’s use for the chemical is unclear or the purchase is made using large amounts of cash. The rules also ban consumers from owning seven potentially dangerous chemical solutions, including hydrogen peroxide solution, in concentrations higher than 12%.

But the fact that the chemicals have so many commercial applications—from disinfecting pools to removing nail polish—makes identifying suspicious transactions challenging. Authorities and experts say the huge quantity of legitimate trade of such widely-used chemicals means finding suspicious transactions is effectively like picking a needle out of a haystack.

“It’s a very difficult area because there are thousands of legitimate uses for these substances,” said Peter Newport, chief executive of the Chemical Business Association, which represents U.K. chemical distributors.

Some officials have also expressed worries that not all of the 28 EU governments have swiftly implemented the regulations, failing, for example, to create a contact point in law enforcement that would investigate suspicious transactions.

It remains unclear how the Islamic State operatives obtained the chemicals. An official with the Belgian Association of Chemical Distributors wasn’t aware of any suspicious transactions reported to the police in recent months. A Belgian police spokesman declined to comment.

The monitoring program used by customs agencies, called Global Shield, was sought by U.S. authorities seeking to stop the flow of bomb-making chemicals into Afghanistan, where insurgents used them to build bombs that were killing U.S. troops. These chemicals were mainly ammonium-nitrate fertilizer or potassium chlorate shipped from China for use in Pakistan’s match industry and then smuggled across the border.

Now shipments of these chemicals crisscrossing the globe are monitored through a system maintained at the World Customs Organization in Brussels. Customs agencies are supposed to warn each other about suspicious shipments, using some of the same criteria identified in the European regulations.

TATP poses a particularly serious threat to aviation, says Mr. Keinan. The chemical isn’t detectable, he says, by the machines installed at many airports, which are able to uncover more common, nitrogen-based explosives such as TNT. Dogs can also be trained to detect the material.

Day Three: In Tokyo for Yoko Kanno Concert

The show @ Saitama Super Arena was absolutely incredible...3 hours long! It was a real mix of J-pop, symphonic, musician's music (jazz-rock, funk, etc) and beautiful ballads. I sang The Garden Of Everything duet w/ Maya Sakamoto - @ rehearsals I was having a rough time memorizing the crazy words (even more trippy than Hendrix or Lennon) but in the end I nailed it. When I did "Could You Bite The Hand" the crowd went nuts clapping in time throughout the song, just my acoustic guitar and 17,000 people! It was the biggest crowd I've ever "fronted" before - what a rush man. When I got to Call Me, Call Me they were like putty in my hands. Later in the show I came back and did a killer version of Rain as a duet w/ Mai Yamane. It was really good to see everyone again....I only wish we could do this more often.

Day Two: In Tokyo for Yoko Kanno Concert

The 1st rehearsal was a trip, lots of staging, etc. The first time I appear onstage I perform 3 songs in a row starting with a duet w/ Maya Sakamoto "The Garden Of Everything". We start out on opposite ends of a long stage and move toward each other by the end. As I reach the other side of the stage with my wireless microphone, an acoustic guitar and mic stand rise up from out of the floor, I strap on the guitar and do "Could You Bite The Hand?" - When I'm done I set the guitar back down, it disappears into the floor with the mic stand and I finish with "Call Me, Call Me" backed by the Warsaw Philharmonic Orchestra. Pretty Awesome. Later in the show I come back for a duet of "Rain" with Mai Yamane and back her up on "Gonna Knock A Little Harder". It's gonna be an amazing show!

Day One: In Tokyo for Yoko Kanno Concert

Happy July 4th! I am just now waking up in Tokyo. On the plane there were many people wearing surgical masks and constantly washing with Purell. It was a 12 hour flight so I slept a bit, worked on learning the words for Yoko's concert that I'm singing on here and watched some movies/tv. Typical boring flight. When I got in to Narita airport my contact, Cherry met me and took me to where I"m staying - Hotel Sunroute Plaza in Shinjuku section of Tokyo. After I cleaned up we went out for something to eat and although I had my heart set on sushi she took me to a place called Momma's - a homestyle Japanese place that serves little dishes of different stuff, like their version of tapas. Anyway, I did have some octopus sashimi...but also uni flavored tofu, raw scallop and a strange salad with lettuce, red pepper raw tuna & octopus, raisins, cashews & cheese. When I got back to the hotel and passed out right after. I just awoke to white skies and bizzare shaped buildings outside my window. Now I'm off to have an equally adventurous breakfast...
